Okay, here's my idea:
When you first create a character, you start out in a "starter"system (bear with me please). The starter system will NOT be part of RP and you will NOT be able to return to it. This system will be empty except for Jumpholes to New York, New Berlin, New Tokyo, New London, Crete and Malta (the , arguably, six houses of Sirius). The jumpholes will be invisible on the other side so that people can't go back. This will let people start their RP story as soon as they get here, instead of puttering around Liberty for a week making enough money to go elsewhere.This also eliminates the need for Liberty to be non-PVP, as only the existing rule that you can't shoot level 30s and under is needed. Because it allows PVP in New York, the Liberty factions can seriously roleplay in the main hub of their house.

I am reticent about any idea which requires effort from the modders.
However this one does seem to have a lot of merit and to an ignorant casual, such as myself sounds not too difficult.
There is a slight problem, the difficulty of the NPC's follows the SP campaign.
So I think we would also need to set out as neutral to all playable factions to avoid jumping to a hostile Alpha in a starflier with no way back.
Cannot be done, will generate irrelevant jump paths on the system map. Also, invisible hole doesn't mean that you can't go back again.
The discussions about new system for player start should be on halt till 4.85 first beta versions will be released. I'm going to address the issue in a different way.
The first system you are in is called Destiny(dumb name:haha:), on the only 2 dockables there (planet and outpost) you get some game tips from the bar patrons, can buy some /basic/ ship for your start cash (fighter or some noobish trader) and after that - you go to one, HUGE asteroid field. In there - you have jumpholes to a couple of worlds - Starwars, B5 and some others I didn't feel like remebering. Once you jump - there's no coming back. No idea how they did that, but it sure works.
In disco - it could be holes from say... Bastille (separate sector, enclave in the mines) to NY, NB, NT, NL, possibly Alpha and Gamma.
well, igiss said, he ll address the issue in a different way - lets wait and see.
personally, i wouldn t mind the blunt hammer method and simply declare every system including NY to be in roleplay and pvp. /shrug - if you wish non-roleplay.. there is the real world; if you wish in-game non-roleplay ... PM or groupchat.
*or maybe i should not vote for NY being roleplay, since i m doing slaves / cardamine there - and NY is a safe haven:D
There was another MOD I tried out before I found Discovery that had this starter system where you got to chose your starting system and such. There was no way out of the system and you needed to log off and then log on again. Once you had logged on again, you were in the system you'd chosen.
I have no clue how it was done and I don't remember what MOD it was. But as Igiss stated above, the's already got plans. Just thought I'd mention it though.
