Nope. I once saw a Phantom Defender with a Civilian ID lolwutting in Colorado with Justices shooting Rogue NPCs. This was on my HF character, back when HF wasn't allowed to leave Liberty by ID rules.
Edit: Actually, I just remember that one of the ancient Keeper RP stories was actually about a Nomad-infested Prison Liner; essentially a Prison Liner gone Wild. However, that one was never completed, so somehow I doubt that was it.
If something looks weird, press F9 and check what IFF is displayed there. That one usually shows the correct one. And it doesn't only affect people who have no IFF, seen it on properly repped ones too.

By the looks of it he's in Dublin, not a lot of Nomad NPCs there either. I'm not sure exactly what triggers the glitch, but I don't think the NPC's faction is actually relevant. Shoot NPCs, see bug. (I believe it's related to the bug causing NPCs to flash the name of the last player you selected right before they die, but I've got nothing to back that up.)
