I have had pirates say that I cant interfere with their negotiations, and that I need to wait until after they are done "negotiating," even though the player being taxed is crying for help.

Do they say that InRP, or Out of RP? If they're using it as ooRP to try and get away with an made-up Rule, then don't listen to them. But I often say that to the Lawful ships who pop on scanner when I'm pirating someone, and that's completely InRP.
