Ok, anyone can have them, who can buy one.
But, Please, if you want one, come up with a reason why you have one...for instance, my character, the lady Juno Kietan, recently recieved a nobility from the queen(not my idea, btw, blunt powerplayed my character...)....I use it as a mark of my rank.:)
Anyone can have them.. RP isn't required, but definitely advised to have.. My Luxury Liner has a role-play, though for now its pretty heavily in-game only. If your gonna be a Bretonian Liner, be part of Orbital Spa & Cruise, or some Bretonian company. Perhaps a liner than carries high-ranking members of BMM or something like that.
Well, RP is required but transporting VIPs is decent RP for it in my mind. Get an Orbital Spa and ID or maybe BAF tag and Freelancer ID and you'll be cool!

RP tag, sure. But the liners are primarily trading vessels, so its not RP-heavy required. Its a low-maintenance character as compared to say a BAF character, or a Destroyer pilot.
Nah, it's just uncommon. I'm very fond of my trader, I'm sure you've gathered that by now (the next person who accuse me of duplicity for greed will be eaten. Thank you). Most people just think of their traders as Cash Cows, pardon my shameless referencing.
