This has happened many times before, but I finally decided to complain. Occasionally when I do missions, I'm faced with 3 BHG cruisers, or 3 corsair osirises.
A level 39 mission shouldnt spawn caps...should it?
I thought caps started at 40.
And ,also, those high end missions are meant for people who own capitals.

As you seem to be an Outcast, any mission from Alpha that pays over 250k has a chance of caps. Either scream for backup (usually available as there are frequent indy caps in Alpha that will help) or like Ice-H (irony) suggests take missions in Beta against GMG. All missions there are against fighters regardless of payout.
I'm not sure on your Outcast mission side of things, as to when the big ships pop up. That's just part of the fun and excitement, though, of relatively high level (high paying) missions, and is not a bug. It's also a fairly effective way of making money.
Out of Rostock, level 39 missions (or higher) against Hessians only spawn fighters at best. The Corsair level 39 missions CAN spawn Ossies if the person taking the mission is low enough level. It becomes more difficult to get those missions, though, the higher level you are.
Ossie hunting is one of the ways of making money that works nicely, though. A&L and I have made hundreds of millions in our Bullheads taking anti-Ossie missions. Get 4 Ossies to spawn and complete the mission, you get 700 - 900K for the mission. Then you get 4 million in credit cards from the Ossies, and on average another 1 million from the other sundry stuff (pilots, prisoners, etc.) Get them to spawn inside one of the clouds, and they can't see you at 2K - but you can see (and shoot) them from 2.1 K. Rinse, repeat, go pick up the loot.
Also, in 4.84 npc Ossies had a fatal blind spot. I haven't actually tried this in a long time, but it used to work nicely... you get directly behind them - and by that, I mean you're sitting effectively in the engine flames. Anything else that is shooting at you tends to hit the ship that's in front of you - and you can sit at range 0 and shoot the crap out of the ship in front of you. I used to take out squads of Ossies in my gunship that way. Granted, it's a bit more exciting, and you have to get the right ship (in the Ossie formation), because otherwise you can get blown up more often... Just use the Sergeant York philosophy - get the one that's in the rear of their formation, get behind him, and take him out first. Then work your way up the line from there - it can (or did, anyway) work.
