Except that corporation NPCs only use Civilian Flashpoints (or Pot-de-Fer), i've yet so see a civilian NPC flying around with Vengeances or Hornvipers or stuff like that.

No, Magna Hammers (as an example) are military / police guns. (We had to negotiate with the LN about buying some of them a while back, as the BHG.)
The only guns that are truly civilian guns are the ones that actually, well, say civilian on them. It doesn't matter whether it's a level 5 or level 8 gun. If it doesn't say civilian, then it's not a true (generic use) civilian gun.

Refer to the tech chart. All House corporations are purple to their Navy, which means the use of the house's own weapons is freely allowed by the corporations of that house. For instance: Interspace craft may freely use Magma Hammers - up to the class 9 one. But this does not make them civilian themselves.
Freelancers or other independants, or unaffiliateds like Bounty Hunters, are out of luck though.

I propose to pin this. Or may be put this to "welcome" section in some form. Or somehow else make new people to read most informative posts of this topic before many other things.
Because as we can see even here in the forum opinions were various, and because choosing lvl 6...8 guns and lvl 4...5 turrets is one of very first things new player does, as soon as he gets ~2.5M for getting and equipping his first Dromedary (and many people choose exactly that ship for obvious reasons).
Do you see the groundhog there? No? Me neither. But, it's there nonetheless.
