Greetings, herr Admirals.
This is Acting Senior Officer Dr. Phillip Moore of the research vessel AIRV-WolfTech, with a somewhat unusual request for you.
As you may or may not be aware, the AIRV-WolfTech is dedicated to the research of Artificial Intelligence units, in the matters of their creation, usage and maintenance.
Now, our research into the matter has yielded some significant results, even prototypes of a new line of AI units that should be somewhat improved over the current models, and we feel it is time to test these new units in the field.
This is where you come in. We would like to purchase 7 APCs from your Munich vehicles manufacturing facility, to serve as vessels for these new AI units. Well, 4 of them at least. The other 3 will be outfitted with current AI units, as a control group.
We are willing to pay up to 2 million for each, in addition to the standard vehicle registration fare Munich's quartermasters charge.
We will share any findings we make during this test, and if need be, the vehicles will be returned to you.
Our First Officer is currently docked at Nuremburg in a CSF, in Docking Bay #7. Pay no attention to the ident though, we found the ship when we purchased our ship second-hand. The manifest doesn't seem to be entirely... legitimate.

Sehr geehrter Herr Moore,
I have to admit, your request is indeed unusual, regardless of the regulation. Before we grant your request though, we would like to inquire, what sort of research are you going to conduct? The development of automated combatant units, I assume?
If so, can you provide at least vague details on what you're going to do with them, where are you going to do so and what further actions in regards of distribution and technology sharing are you going to take?

In regards to your concerns, the test is indeed a comparison between the field-effectiveness of the new batch of AI units and the currently existing models, via. a live-fire exercise within the border worlds.
The test will comprise of both automated delivery and pickup of troops in both covert operations and while under fire.
I would share the full extent of the test with you, however I am not sure how secure this channel is.
If the test proves successful, the new AI units, as well as data from the experiment will be delivered to Rheinland, Liberty, Bretonia and Kusari.
However, in a somewhat understandable move, the performance of the APCs will be kept from our Liberty-reports.

As long as Liberty is barred from accessing your combat-based experiments, your purchase is approved. Let me run a few transmission to our patrols to refrain from confiscating your cargo if they run across your vessel in space.
