A while ago, when I went out to Dublin to mine, and I was at the leeds jumphole in Magellan I met three freelancers (Neutral on my scanners). Suddenly they decided to tax me, and I was a bit confused, cause when I scanned them they had a pirate ID... Are they allowed to do this? I know freelancers can be hired by pirates but can they pirate themselves? Or is this an exploit of the IFF function on the server? Obviously miners are negatively effected by this as they dont see any hostiles on their radars and therefor suspect no danger.
It's not an exploit. It's completely within the rules and RP, due to the fact that they are Pirates not affiliated with any faction, thus they are Freelancers.
Also, miners make so much money in a run that they can afford to pay a couple pirates. If they're not smart enough to go above the plane and off scanners to mine, then they probably deserve to get pirated. And if you're getting pirated on a lane, just wait for someone to go ahead of you. If you're in the lane and they come back on scanners, just drop out of the lane and cruise around.
I have a question too, on the matter: freelancer iff/pirate id sabre with codes, as to be completely unaffiliated. Never committed a crime (or better, never caught). Can it be attacked on sight, such as other, more infamous, pirate groups?
Within the rules, no. ID's are OORP cargo. They exist only to provide the guidelines for the player. If the player is tagged as a Freelancer, ID'ed as a Pirate, but has committed no crime, then that player is still technically neutral. However, if there is a report on the forums or ingame that the player has committed a crime, then yes, that player can be engaged under the IRP knowledge that they are a pirate.

And the guideline it provided is that he is a notorious pirate waiting to shoot a trader. He commited a crime when he showed up in your system, RP-it, kill it, if you're a lawful.

Totally agreed, I had a same character before and as I realised it gives you a very special freedom to RP because you are neutral unless catched by police or navy or reported as a criminal.
