Today I was flying through Texas on a trade run with another Ageira pilot. At the New York jump gate I encountered a Xenos-tagged ship jumping through in front of me. Upon arriving at the other side, my buddy made an in-rp call over the system channel to alert lawful forces of the terrorist presence. The Xenos ship then took the trade lane to Battleship Missouri, then the lane to West Point, at which time we lost sight of him (we were headed straight through to the Colorado gate). While there were no police or navy in system, the Xenos pilot replied back to us that he was civilian. We told him that we saw him with a Xenos tag, yet he insisted he was a civilian. I suggested he fly back to us to clarify this, to prove that we both were not hallucinating, but he said that 'he was busy'. My buddy and I decided to drop it, as it wasn't worth the hassle, and we moved on.
The point of my post is not to ask a mod or admin to ban this character to hell and back, but under what grounds it would have been acceptable to engage him. A Police or Navy would (given RP was satisfied) KoS a Xenos ship. My question is, seeing as Ageira pretty much built the trade lanes and jump gates, are we allowed to prevent hostile factions from using the aforementioned technology, even though our ID does not allow us to "hunt unlawfuls", and that they are flying brazenly through house space? In terms of RP, pirates don't utilise trade lanes in core house space, as it will usually put them in the crosshairs of a hostile station.

You could have attacked him if a Navy ship that was fighting needed assistance, if you caught him red-handed pirating, or shooting lanes around Pueblo. RP-wise and Rule-wise this could have been done without problems.
Rule-wise, as you said, you can't "Actively hunt Xenos".
Xenos is not a "Terrorist" ID. Normal lawful vs unlawful PvP rules apply. And no, you're not able to block gate/lane use for unlawfuls unfortunately. But if a Xenos approaches the perimiter of a lawful base (which following the lane to the end usually does) then the "defense of corporate bases" clause triggers, so you can shoot them then:)
NPC: "This is Ft. Bush, we show incoming bandits. Prepare to defend."
PC: "Roger, Ft. Bush, Ageira patrol Bravo 3, engaging hostiles."
Valid RP to attack Xenos approaching Ft Bush using the "defend corporate bases" clause.

If you are from Ageira Security division and catch someone shooting lane rings, even if your ID doesn't explicitly allow you to make him go/pay for the reparations, you could do it. It's all about RP.

To be absolutely clear, we were both Ageira traders, and he/she wasn't taking direct offensive action against lawful or corporate property, only that his/her RP behaviour was, well, not in RP.
Pirates pretending to be civilians are acting InRP.
You can hardly expect them to say to everybody they are big meanie, vile thieves. Especially when Xenos don't consider themselves as pirates.

The trade lanes in Liberty and Bretonia belong to Interspace Commerce. Ageira just produces the parts.
