Let us say that I wish to experiment with capital ship role-play. Now, seeing as I'm dirt-poor, I do not have the funds to purchase my own capital ships. I also believe that after the initial thrill of owning a capital ship I will simply get bored and regret buying the thing in the first place.
So I realise that I want to try the capital ship (let's say an Order Osiris) but accept that I will only want it for a few weeks and then will get bored of it. Then I see a thread in Ship Sales, which offers to loan me a ship. I pay a set fee to have access to an Order Osiris for, let's say, two weeks. I rename it to whatever I want, have my own role-play for two weeks, then return the ship and feel like I've experienced the role-play for as long as I wanted to.
This system would be safe. If the ship is not returned, I believe it falls under this:

For me it seems like a good idea. Most people who want to role-play certain ships don't have the time to earn the money. Many people also regret purchasing these ships (Cam, I'm looking at you) pretty soon afterwards. Or they feel satisfied that they've experienced the role-play and don't need the ship any more.
So this is a quicker and much cheaper way for people to fulfil their role-play ideas without having to put hours of trading or mining into buying the ship. Of course people can still go buy the ship, but this loaning system can serve as a test of the conditions you would be in and the people in the area. DoD can only help you test how the ship performs, it can't help you evaluate the people in an area.

But how about loan return time? Without limitations of time, users will keep these ships too long.
And I think there should be any kind of strict form to fill to get that ship.

I guess the time and security would be up to the person loaning the ship. But there should of course be strict security provided in the general system concept by the admins with a specific declaration concerning this.
Limits as to time would be decided between the loaner and the borrower.

This certainly sounds like a profitable idea. Why haven't I thought of this before?
But there might be a problem with ship scams though, it'd increase the admins' workload if they have to retrieve stolen ships from loans every so often.
I doubt there would be that many attempts to scam people, certainly not enough to through this idea to the bin in such a hurry. Stringent warnings from the Admins and a few troublemakers made examples of publicly would see an extreme lack of scams.
And if the Admins declare after a few scams that ships will not be returned if stolen, this idea can die. But I believe it is worth a try at least.

EDIT: Sanctions - may cause your ship to loose the Armor upgrade and/or all equipments. I suggest to give them a "Rule Exam" - 10 question - 10points each. Least passing grade 70 - what you think?
Sounds fine by me. I'm just the messenger of the idea really, so people can try it whenever they want. There's no official time frame for people to be allowed or able to do this, just whenever if they want to from now.
Edit: Precautions taken are really up to the person loaning the ship/s, but I'd say a rule exam would be wise to implement for people reading this.
