If you take a look at Freeport 4, you'll actually notice that it is NOT a Zoner base, but rather, an IMG base. Because the IMG has enemies, Freeport 4 can't really be considered a true free port since the IMG prevents any of its enemies from landing on its bases. Meanwhile, the Zoners don't really have any human enemies, so naturally, it wouldn't block anyone from landing on their bases. If I remember correctly, the IMG moved into the the abandoned station in Magellan and eventually turned it into a "Freeport" despite not being a neutral faction. Would it be possible to simply change the Freeport 4 infocard so that the Zoners, rather than the IMG, move in? That way, Freeport 4 can be a true free port run by the Zoners.

I think the IMG being in charge of FP4 is fine.
We don't need Zoners there as I believe there are places for everyone to dock within one or two systems max of this location.
Holman and Hood also follow the general Freeport guidelines. It's just that it was not Zoners, but independent miners that moved into that station and started calling it a freeport. They joined the Independent Miners Guild at a later date.
As for not being a freeport - if you shoot Zoners, they don't tend to welcome you on any Zoner base either. So I don't really see the problem there. BMM not being allowed to dock is a ruling on the ID and a reputation setting. IRP they would probably be able to dock on our public bases as well. Lanehackers, Rogues and other Liberty unlawfuls can dock there as long as they don't bring trouble, and don't shoot IMG.

As it migh sound like a ''Pun'' , Freeport 4 is somewhat one of the most free station of the independent mining guild. As edict 63 state, freeport 4 is among one of the ''open to public'' station, and to some extent any house lawful... If you take hood and holman which are also ''public station'' they are however prohibited to Kusarian and Bretonian respectively meaning they aren't fully public as they enter within a specific house law system.
With the exeption of some specific unlawful, unlawfuls , ''smuggler'' ,Looter (junker) are prohibited in the area. To some extent using a public station like a staging point, or quick dock point will be missreguarded by myself. Take freeport 10 in tau 37, you often see outcast making a lot of use of their ''neutral alignment and no fire zone'' , while under IMG ownership there is no such thing, at least under normal role play. Beside, IMG actively have interest both within house space and beyond while zoner don't go much further then independent system in most case unless for very specific event involving house space.
