Well it's been a while since I've played Discovery but I thought I knew the rules pretty well. Came back a couple days ago, rolled some new characters, etc etc. Something I want to share:
Things were going nicely until a little while ago when I was attacked randomly while preparing to dock back onto Manhattan to drop of my cargo of silver. I circled around a bit to evade to see if it was someone firing by mistake, but once my shields were out and my hull was taking damage, I docked. I asked in system chat if there was a reason I was being attacked, since I didn't really catch who it was doing the attacking at that point. The guy replied back saying he wanted my toes or something, so I shrugged and restocked on bots/bats and headed back out. So on my way to the trade lane with cruise engines going, I see the same guy heading back toward my destination, and he immediately disabled the trade lane and fired a CD (No countermeasures at this point, I'd only been mining silver lol) and he quickly destroyed my CSV.
Now I'm irritated, he just cost me 20k in bots/bats and to top it off I'm certain he's breaking rules. But after I tell him that I'm going to report, someone else PM's me saying he isn't in violation because he's level 29 and has a Xenos tag, and at some point PVP was enabled in NY. So I search the rules posted on the forums to double check (they still say it's not allowed) and the guy then tells me it hasn't been changed yet. While I talk with the other guy about the rules someone luckily came along and killed the Xenos player. After that he left the server right away. We talk for a bit about this, and that the Xenos player abusing an apparent loophole, and I decided to take it here.
So unfortunately the way I understand it, players can attack other players in NY as long as the usual things apply (level, tag, etc)? Since the one who attacked me had a Xenos tag, he basically has clearance to attack anybody he wants in NY space. IMO this kind of thing needs to be looked at. I understand there's some RP reasons PVP is allowed in NY now, but for players under 30 it can just turn into a grief-fest if the player's level 29 and camps Manhattan. Worse yet, under the current rules, higher level players can't attack him because he's 29. IMO if someone engages in PVP anywhere, they should be fair game to anyone, but this isn't my server.
(Didn't wanna use names off the bat since I dunno whether it truly is rules violation or not, SS can be provided also if need be)
you can not attack under level players only in self defense. But we have had people make characters to stay under level so they can kill under levels. now i will be checking this guy out, because if thats the case here i will sanction the fella so hard, his head will spin.

To turn PvP off in New York again is only a 4 letter command by an Admin. Dont Make us turn it off again!!

Even though its a so called 'loop-hole' its not illegal YET and I don't think your able to punish for it. the rules state that you can kill under level 29's if you are under level 29 yourself.
If he is ID'd and tagged Xeno and under the rank of 29, how could you sanction him at this point, where he wasn't in violation of any rules.

On another note...I don't see any reason why keeping a character under level to scare other under levels is such a problem...The other guys can always run away. And if you get rid of the under level Xenos...what are the LPI going to shoot?! I role played with the LPI alot in 'my' Xeno...to my knowledge they love it. So do I. Its not who wins or looses its the RP thats important. And in my mind...All that action going on around the new players stops the ooc crap like "lol" and "where can I buy nomad weapons?" ect...ect.
The new players have to learn RP at some point. And to me...this is a good introduction to Discovery. RP, PvP, adrenalin and chaos. Its just a game...And by getting rid of 'us' your making that silver run to easy...Which also makes it booring, and that leads to "this is not getting me anywhere" and that leads to begging....and loans, and all kinds of stuff...Then rule violations happen, because the newbies have more credits then they know what to do with.
There are some out to abuse the under level but 99.99% of the Xenos that buzz around Manhattan are RP Nazis that have alot of RP experience, and are there to RP, and maybe shoot the odd LPI or two.
In this case...If he just said "He wants your toes" then he must have been either intoxicated or being a fool... Abusing isn't to far from that....
If your really concerned about this, make being an under level Xeno terrorist limited to authorized players.
That way, the PvP will be minimal, and RP will be through the roof. More examples will be set and less rules broke.
But thats just my point of veiw :cool:

Another solution to this problem has to be found; a revision of the rules, perhaps? For example; have characters of level 29 or lower with Civilian IDs be protected by the existing underlevel killing rules but, characters of level 29 or lower with other IDs not be protected by the rules, modifying the rules like that should stop level 29 Xenos from camping Planet Manhattan while there are lawfuls in the system.
Yet again a few idiots ruin it for the majority. Creating undel level chars to pick on new players because you guys think you are RP Nazi's flying around killing lawful NPC's and taunting the over lvl 30's because you are immune to attack. Thats some wicked RP right there!
Congrats again you lot, RP in NY is now pointless and we will have even more uber BS flying around because smuggling is now a free for all again with very little risk!
