If you are unaware, there has been an incident in New Tokyo orbit involving no less than three PYM vessels, myself, and an independent trader named Treyce Algood. I am submitting a neuralnet retransmission of the results of that grievance, submitted by Algood-san himself.
Please review the information and responses submitted here. I did not wish to reveal certain evidence to such an open comm channel, for the sake of the honor of the PYM in the eyes of any who that information could reach. However, now that this has proceeded further, prompted by the arrogance of Sessho Hatturo-sama...
It is my belief that Kusari law is absolute and no one, even the honorable warriors of the Kusari Naval Forces are above it.
On this belief I am submitting the following evidence in regards to the PYM vessels involved in the New Tokyo incident. First I present to those who would decide on where the nature of these proceedings may go a direct transfer of the mooring facility of both Planet New Tokyo and the independently run Roppongi Station, which I have limited to my arrival on-scene and that which was not portrayed in my Wyrm's recording systems. The highlighted sections are relevant information though I have left the data fully intact for posterity's sake.

Finally I would offer my written and sworn testimony of the happenings leading up to the Armored Transport's critical hull breach.

Several PYM, with whom I had never been acquainted had stopped an Armored Transport with the transponder Treyce_Algood very close to Roppongi Station. Before I had time to properly determine this Naval Officer's intentions, he and his wingmates began to open fire on Algood-san's transport. I repeatedly and quickly issued multiple cease fire orders, which at least one of the PYM vessels acnowledged with an ignorant "why?" instead of heeding my request. At this point, the trader had sustained heavy damage and was "fleeing" no further from Roppongi than he had started, though he was now on the southern side of the station, very close to the Shikoku Gate tradelane, dodging in circles to avoid the Naval Forces' fire. Seeing no other option, I positioned myself behind the engaging military vessels and opened up with my Wyrms weaponry in order to cause the Naval ships to veer off and cease fire on this civilian. To my recollection, I stripped the shields and did slight hull damage to both Chev-san and Remnant's bomber and Chimaera respectively. These two veered off from combat and ceased fire on the target, who had now come to a full stop because he was no longer being shot. At this point the Xedilian positioned itself behind Algood-san's ship in the five to ten seconds that the trader had been stopped, began to open fire to strip the shield and fired the mighty forward cannon of the Kusari gunboat.

Now. Throughout my career as a State Policeman I have always relied on the honor that exists within this administration and under the honorable Kogen-heika. The police and naval authority exist in a delicate balance to protect the people and might of Kusari. When this balance is tread upon I believe it is up to every one who is able to put a stop to any abuses that might occur. I take full responsibility for any illegal action I took or for any "dishonor" I may have caused these samurai by firing upon their ships but as I am confident in my ability and not to mention that these Navymen's intentions were undiscernible at the moment, I believed it my best course of action to resolve the situation quickly and without bloodshed.
It is my wish that Kusari remain an ally to true justice and to root out and correct any oversteppings of authority. I believe the Patrons of the Yoshiwara Monestary owe a formal apology to both myself and the nearly murdered trader as well as a monetary compensation for the near-death experience of Algood-san. If cooperation with authority is met by capitol punishment in the eyes of these Naval Forces pilots, or the Empire for that matter, then clearly we have steered down a wrong path.
I submit to you most honorably this information and request the PYM to provide counter-evidences if any exist. If my request for apology and compensation is agreeable to the Imperial Office, it would be my great honor if you would grace this situation with an Imperial decree to resolve it. Any harsher action taken against the PYM is at the discretion of Kogen-heika and the Naval Forces high command.

I was the highest ranking Patron at named incident and i gave the order to destroy the smuggler ship.
Reason for this is the already said docking and the attempt to flee (cruise engines!) afterwards. I am a 100% sure without us disrupting one lane and shooting several CDs on the smuggler he would have escaped.
Our methods in dealing with the criminals of Kusari might be very different but that guy had his chance of survival and he didn't take it. During the destruction the two slayers in my team had to break off the attack because they were under fire from the KSP officer. I finished the job.
We will send you the repair bill of our vessels. Also we did not receive any apology from the KSP so far.
Maybe some of your officers should rethink on which side they stand.
It already is strange enough that a criminal without any evidence but his own wrongdoing is able to get the KSP running an investigation on the own allies.

The other officers are out on patrol at the moment so I have decided to respond to this due to your plain disrespect towards the KSP.
You and your team were asked NUMEROUS TIMES to hold your fire, which you did not. This is a blatant form of disrespect towards us firstly and you are lucky we haven't pulled you in for just this one reason as it is an attack on our authority to think that when we request something you can ignore it. Also you have claimed us to be hostile to other lawfuls as stated here.

As far as I can see your repair bill will have to be pick up by your own members as this is simply unimaginable to talk to us this way. This is now the second time you have disrespected us, the first being at the actual incident.
The only true authority above the KSP is the KNF and as such we look towards you as equals in our fight to stop smugglers and the like. However when you ignore a simple request like this, it causes problems for you and us as well as you can already see.
I will not stand for this and under the KSP name will request that future communications towards us are much more compliant and less disrespectful as I'm sure you've already begun to draw attention to yourselves just by the way you act. You call yourselves honorable samurai? Then NEVER AGAIN should you speak to other honorable warriors this way. Now as for your defense, we will get back to you on this, but consider this a warning. We were already taking care of the smuggler when your guy came around and interfered giving orders.

Funny thing as the GC and Dragons attacked us, the KSP stood unable to move in front of new tokyo and just waited till we finished them. But of course if three PYMs are investigating a smuggler, there must be a disturbing KSP support.

If you want to join us in operations there are loads of possibilities to do so against the pirates.
Yet again you dodge the accusations against you Patrons. I have offered no apology to your organization nor is there any need to do so. I have already explained the situation in vivid detail and the Imperial offices will decide on that matter.
Now, considering you have added nothing to this argument other than your bordering on disrespectful words, I'll ask that someone of higher authority review the case.
As to your suggestion that this smuggler "convinced" me in any way, I'll refer you to my response to the trader in the original comm. While his anger is merited, he was far too out of line for his station to be making those accusations, which is where I come in. The Kusari State Police ARE the authority when it comes to criminal matters and the Naval Forces should defer to us in those matters. You do not see KSP Wyrms on the front lines in Seto attempting to handle the war on their own. In this same respect, I do not believe it is within the Naval Forces' jurisdiction to take higher authority over such a case.
As to your argument that I "did nothing" when you were battling the Blood Dragon and Mercenary, I would not deprive any warrior of an honorable battle and the forces were drastically in the favor of your PYM ships. You failed to mention the Imperial Guard gunboat which also "did nothing" in response to a situation you had under control.

Higher authority? Not a problem, although i dont think that changes too much now.
I absolutely agree with Xedilian on this matter.
The time our forces stopped the smuggler there was no KSP officer around, what is the reason they took care of it.
As suddenly an officer showed up he should have left the case to the already working forces.
But no he had to interfere, so no one really knows what was going on and everyone just talked.
Both sides then had a different opinion how to solve this problem and so it comes that the KSP finally opened fire on our vessels. Lucky for him our forces have more discipline and so he survived this honorless act.
However from our point of view the mistake clearly lies within the KSP. You have authority over such cases but you should not takeover an already ongoing situation. That only leads to misunderstandings.
As it seems that both Xedilian and Draco are using the Dakun Holonet-account for their communication, and that the Dakun channel is linked with some kind of provocation-device, I will have to deal with this here.
And I will make this brief.
On the one side, I have talked to chev who is still in the Hospital, and his words were that his mistake maybe was to act a bit too fast, but not to open fire upon that trader.
On the other side, I am afraid that there will be no such things of reparation payments.
Things have happened that dishonored each other, you dishonored our men, Toru, and we did same vice versa.
Yet I am shocked that the case of an inferior, ID-less, untagged and unaffiliated trader hauling illegal goods through Kusari can have such an impact on our relationship.
