So if i understand it correct, if a GRN IDed capship (f.e. indie player in a Valor) leaves Gallia (throught Omicron-80 jumphole) the ship can get in the worst case FR5ed by the GRN player faction for disobeying King's will?
Beside that is the player sanctionable in any other way by rules?
I believe that limitations of ships with certain IDs in certain systems such as GRN ships entering Sirius or BHG Capital ships entering House space defined by rules are the Server Rules violations, not the violation of some laws of factions and are subjects to sanctions according to Server Rules, not to laws of Houses applied ingame.
So, yes, that will be a sanction, not a FR5 implementation (which isn't a sanction itself)
BS can't go "somewhere" for "smal recon mission", because its huge force. Galia doesn't know much about Outcasts and doesn't want send whole battleship for recon mission. For shure, if it's got tracked down -its doomed. So its OORP a bit... Got sanction for this.... may be OORP sanction, may be some limits, like one week you should stay in Burgundy and Lorain like duty and may be join to lolwuts of Sirius.
The last one can be given for thouse Outcasts, who decided to compair their BS with Valor in fight....
And huge OORP and may be some bad words from 101st and lecture from OMF (212th in future I hope) about where to fly on BS and then tell huge "I'm VERY SORRY"
So, the simpliest way- wait for 4.86 for thouse Valor captains and make Redemption BS now for thouse OC who wana fight with GRN

That's correct. Also, Outcast Caps shouldn't be entering Gallia, they're too big to get through the minefield, and the respective parties won't let them in anyway. Everyone in Gallia hates Outcasts.
