Indie pirate group would have much less resrouces then organized one, as the outcasts, which are infact bad example as they are more then a group of criminals, they are a half nation.
If you were a criminal group, and some indie pirate would come and harm your buisness you would give him the means to have gunboat would you? atleast a good one, so instead they would give them a half working wreck.
