If someone makes a request, as an example, requests for 3 million credits, but you only give them 1 million credits, I assume that they can kill you on the basis that you haven't met their demands?
This is why I demand /givecash and always have my CD aimed at them.

Albeit brutal, I normally don't go asking outrageous amounts. I usually ask 1 million for anything smaller than a Behemoth, inclusive, 2 million from Border World's Transports and similar cargo size ships, and 3 million from a Hegemon full of ore/4.5-5k transport. If they role play good enough with me, I sometimes lower the amount.
I also lower the amount I demand if I'm not getting a "yes" answer after multiple warnings for blowing them up and shooting them some.
Going back to your question though. Yes, they'd be entitled to shoot and/or kill you, simply because you have not met their specified amount (Of course, if they go and ask 10 million from a trade route that won't even net you that much, I'd likely screen that and sanction report it).

Tried this once.
Had a pirate ask for 20mil from me. Took screenshots of the whole thing, filed the report, no sanction came of it.
Whenever someone tries to rules laywer me, i move over to the next system and pirate them again.

If you do that, the pirate is NOT going to be happy with you.
You haven't met their demands, so despite you having given them money, they are within their rights to kill you.
You can, if you are lucky, try to talk them into a smaller amount.
This counts as RP... sort of and most Pirates like it when people RP with them.
Most pirates are willing to 'talk' about how much you can actually afford to give them, but don't take too long because they are a suspicious bunch and Traders who keep them hanging around too long make them edgy.
An edgy pirate is NOT what you want.
Of course you do get the '2millordie' pirates and in that case it's easier to just give them the money and hope they don't kill you afterwards.
Yes, pirates can ask as much as they want.
If a pirate asks for a stupid amount of money, they are usually after the 'blue message' and not really interested in the cash OR they are new to pirating and just don't know any better.
In this case, in my opinion, it's better to try and run.
Use your thruster and yell system wide that you are under attack while going just as fast as you can for the nearest dock.
There is a small chance that you might actually get away and be able to fix your ship.
Keep in mind that if you take this option, you end up having to take 4 hours not running your Trader.
Oh yes, take screen shots of the 'transaction' when sending the credits and RP that you are sending a 'screen dump' to a secure place or something to let them know.
It can stop things from going horribly horribly wrong for you after the fact.

Well i guess you will get 0 from me then. I refuse to use /Givecash. To much chance for error with all the stupid as hell names full of symbols,and some using characters from another language i cannot even type.
