First of all, sorry for some 3cents to "Piracy related question., Not paying the full price." topic.
I used to do not pay a full prize to pirate - a specially when I'm somehow related to pirate...
eg. I do some misions for pirate (then I negotiate lower prize, eg 1/2 or 1/3 of demanded cash)
or I take some cash for repairs - when pirate damage my ship...
P-irate, M-e
P- 2M or diee
M- *try to negotiate*
P- open fire
M- ok, Ok I will pay
/givecash 900k
P- why 900k?
M- I take 100k for damages...
well sometimes it works:D

anyway back to main topic.... Pirate ID - yeah, I know, I know AGAIN....
I choose to fly with pirate ID, but not for pirate, but for RP - but now I change that ID, why?
becouse all people I meet in space are "U PIRATE! DIE!" no matter what I do.. or what I say...
and now - all say that ID is ooRP info, is rather some summary what I can, or cannot do...
but it seems that people do not get it...
for gods sake - if I fly around with no IFF and do not attack anybody, my name is not in "bounty list" or "crime list" I do not take any unlawfull actions - then for lawfull forces I'm just an civilian - who could be suspected...
Ad least that is my opinion... that situation is changing when I will get caught on unlawfull action or in tax anybody... with I do not do...
and be4 anybody will say that I'm whining... welll I'm not... it just in my opinion ruin gameplay...
that problem ruin my RP, becouse of that I have to change ID...

the problem with IDs id wide... If You see an ship with Police IFF and police ID - then You can say that that person is police officer.
If You see somebody who fly with no IFF but with police ID - then that is undercover police officer, and for You he is just an civilian.
Smugler ID - all lawfull just bully smuglers, stop them, inquires them - why? becouse he/she fly with "smugler ID"
How on earth You know that he/she is a smugler? pirate? You supose do not know that!
again the situation is changing, if some person is act suspiciously or his/shes name is on some crime database.

Well it also depends on what ship you're flying and where you are - it's all very well saying your pirate ID is ooRP, but if you're in a Ptrans in Magellan people are going to treat you like a pirate first and ask questions later. :)
I've wanted to float around in a havoc doing nothing, get shot at by LNS and then sue them for unlawful use of deadly force for a while now.....but i'm not sure it's worth the trouble.

Well I RP as a Hobo... I do not tax anybody... just make a jokes (like chasing some guy by all system wide - just to tell fim that He have a broken lights or fly without papers) or drink a wine and singing

Well, if you want to be "unlawful" and pirate from time to time get some unlawful ID.
Like Molly or Outcast or you know where this is going.
I mean, you can't just shoot someone for the simple fact that he/she is unlawful, that's a cliche.
Unlawful does not mean Pirate, Pirate does not mean Terrorist/Wild/Nomad.
So everybody just chill out if you see red on scanners or an unlawful ID.
Starting to act defensive will just stir up more trouble for both of us.

It's hard to ignore the mounted IDs. But imagine a Discovery without them! Madness all around you!
Well I do not want to "get rid" of ID - it's still a good thing, but my point is that people around focus on them too much - what close the door to quite good RP.
So basically what are you saying is very right, but as much as we can expand our RP in this game, its mechanic will always hold us back. And when you compare from where have we come now in this mod, its unbelievable.
ID's are guidelines, but I can't see a reason to have pirate ID if you won't pirate. If you're trying to achieve fighting with lawfuls, just fill you ship with cardi, get freelancer ID or sort.
We can't avoid not looking at people's ID, and we can't ignore it. But that's how this game works. Just think of variation until you find right one for your character.
Second problem in this game is, people stop seeing it as Freelancer, with its own lore, they tend to see this galaxy full of aliens, different groups and such. But basically that is what freelancer is.
You got a lot options, but they're not unlimited.
EDIT : Also not paying a full price to the pirate is a risk, he has every right to destroy you. But it all depends on his side of RP, either it be a brutal savage, or a gentlemen pirate (everyone don't RP bearded guy screaming yaaarrr...or so I hope)
