Vigilante ID Ship Usage

Given Vigilante can use civilian techs and ONLY civilian techs. Are the following ships permitted? Given they are all under the category of civilian, though built by certain factions.

VHFs
Wasupu
Touketsu
Raven's Talon

SHV
Mafic
Spatial

To clarify: Vigilante IDed players can also use border worlds ships--border worlds ships aren't considered civilian.

They have "Civilian" in the name and are therefore civilian, yes.

This also leads to another question. If a player has a Freelancer IFF and a vigilante ID, can said player kill baddies anywhere?

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. Vigilantes are often considered to be unlawful and may be engaged by the lawful house police and house military. Players using the Vigilante ID MUST have a lawful tag/IFF and their equipment and area of operation must also reflect their tag.

Freelancer tag can be use in all of sirius if refer to the freelancer ID, so its a bit ambiguous there, because I translate the underlined sentence as limitation, but I have seen some freelancer tagged ship roaming around with vigilante ID and hear no complain about it.
And its also useless to have other than freelancer tag but you cant use their tech, because vigilante only permitt the use of BW and civilian vessel and I assume it goes to the equipment aswell.
