The most recent tech chart changes Zoners (and other factions) access to certain technology.

1. Is the Ahoudori gunboat class exploration vessel a civilian Kusarian vessel?
2. If yes - who "owns" the vessel - as in: in what mailbox does a Zoner put an application for use?

It's a Kusari Civilian ship.
In case you need an authorization to use it, you'll have to ask Kusari corporations, that is to say Samura or Kishiro (or the council of the rising sun).

Thank you - but why not the GMG - the most convenient choise for a Zoner?
Or does the GMG not have a say in use of this ship?

The GMG is not exactly a Kusari corporation, so I don't think they build Kusari Civilian ships (well, inRP they probably build their own Ahoudoris, but they can't grant access to them rule-wise, at least that's what I think.)

So - in other words: despite being a prime user of the Ahoudori (Wiki), having unrestricted access to civilian Kusarian tech and being a Zoner ally - the GMG does not have the power to grant access to this vessel for Zoners?

The Ahudori is built by Kishiro and Samura, it would be best to ask them in their technology request thread.

GMG is hostile to Kusari at the moment too.

As to whether GMG can give permission, I don't know, but I imagine you'll have no troubles getting it from the above link.

Jeez, why do you people always make it complicated? It'd be like: " 'ola Kishiro, GMG, or whatsoever, I am a pirate, can I haz one pls????? :\" - it's free for use. No permissions need.
