This is Samuel Degenhardt speaking to the Rheinland Government Representatives responsible for foreign policy in Omega 7 and the Rheinland Navy Command.
As you doubtlessly know, yesterday Rheinland and IMG forces clashed again in something that was more than just a skirmish. Casualties are estimated to be considerable on both sides. IMG managed to reinforce Freistadt and it will be next to impossible to take. There also have been further fights today, some that left capital ships of both sides heavily damaged. It has to be assumed that the number of casualties skyrocketed in the last two days.
This fight can go on for a long time, causing grievous losses on both sides that exceed the potential economic gains by far.
We don't want it to be that way.
We want the conflict to end.
The IMG offers a cease fire, effective now. We hope to end the bloodshed and the destruction with yesterday's proof of our unbreakable determination.
The IMG calls for a diplomatic meeting to discuss the future of Omega 7. We hope to come to a conclusion that creates a situation that is acceptable for both Rheinland and IMG.
The IMG offers the following basis for a compromise that can be discussed in its details:
IMG retracts its claim to the Northern part of Omega 7 and recognizes it as neutral territory, open for everyone to use.
IMG ends its hostilities against Rheinland forces and returns to a pre-conflict stance of neutrality. No compensations will be requested by IMG for inflicted damage by Rheinland forces.
IMG seeks for reconciliation with Daumann and Kruger, in order to return to non-hostile terms. No compensations will be requested by IMG for inflicted damage by Rheinland corporations.
The IMG will lift its economic sanctions against Rheinland and will ship resources to Rheinland again.
The IMG requests Rheinland to open its borders to IMG vessels again.
The IMG requests Rheinland to retract the shoot on sight orders and return to a status of pre-conflict neutrality.
IMG recognizes Rheinland's political claim of the South of Omega 7.
IMG requests permission to mine in the Southern Rheinland part of Omega 7. The IMG is willing to negotiate about the installation of a mining fee in exchange to a legal grant of unrestricted access to the resources. (This system works in Tau 23, where BMM mines next to IMG [cf.: The Tau Pact] and it even works in the chaotic Dublin system. It will work in Omega 7.)
IMG asks Rheinland to confirm the Independent Status of Freistadt and to refrain from disputing the IMG's ownership of Freistadt again.
IMG asks for the establishment of a Neutrality Zone of 5 or 10 klicks around Freistadt. The DHC bomber attack and the Rheinland blockade makes the existence of a Buffer Zone necessary.
IMG asks for the establishment of Freeport Rules to be applied in the Neutrality Zone that can be shaped in cooperation with Rheinland authorities but might not be identical with Rheinland law.
IMG will transfer pilots actively engaged in combat operations from Omega 7 in order to avoid retribution attacks.
The IMG asks for Rheinland forces and Rheinland Corporations to also transfer pilots that are likely to endanger the peace process out of the conflict area.
The IMG will start a step-by-step withdrawal of spacecraft and Marine forces within the next two months and return to a civilan mining operation if a conclusion about a mutual demilitarization is reached.
Prisoner exchanges will take part as soon as hostilities have ceased.
This is how we can imagine a post-conflict status.
I am waiting for your answer. IMG's own combat operations have been put on standby, our forces will only engage after being engaged.
Let us end this conflict.

My name is Martin Ehrlichmann, I am a representative of the Rheinland Bundestag who has been elected to respond to this communication and create the necessary conditions for a cease fire.
The whole Rheinland Bundestag agrees on the fact that the situation in the Omega 7 system has gone too far and that we must put a stop to the loss of casualties on both sides.
The Rheinland Bundestag, however, doesn't agree on some of the points suggested by the IMG Leadership regarding said cease fire treaty.

This is not a matter of competence of the Bundesrepublic Rheinland. Daumann Heavy Construction hold its right to mine Copper and Cobalt in the lower part of Omega 7. Any deal to mine in the lower fields of Omega 7 must be negotiated seperatly from this treaty with the Daumann Heavy Construction leadership.

The Bundesrepublic Rheinland never claimed Freistadt as theirs, nor tried to capture it in any way. The only operations that took place near Freistadt were done by the Rheinwehr(and a Daumann wing) against IMG forces, without the intent of an assault to said base with the purpose of capturing it.

Both actions you are referring to are based on the fact that a war was taking place. The Rheinwehr forces won't get close to Freistadt. Rheinwehr forces reserve the right to chase and destroy any threat to the Bundesrepublic Rheinland and any violators of Rheinland's law, and to pass near the base while travelling through the Trade Lane system, to reach the Omega 3 system, as for deals taken with the Bretonian Government.

As expected, some points have to be discussed. I contacted to IMG Directors about it and I think we can clarify a few of the issues.
Article 8: IMG requests permission to mine in the Southern Rheinland part of Omega 7. The IMG is willing to negotiate about the installation of a mining fee in exchange to a legal grant of unrestricted access to the resources.
This will be discussed with DHC. Thank you for clarifying that it's a corporation decision.
Article 9: IMG asks Rheinland to confirm the Independent Status of Freistadt and to refrain from disputing the IMG's ownership of Freistadt again.
We agreed to delete that article after your answer. We expected an attack after the preparatory bombing and the embargo, as a logical consequence. Since that assumption was wrong, there is no need for Article 9.
Articles 9, 10 and 11 are all related to the topic of the Freistadt surroundings and laws. We will wait for the message that you promised and use that as a discussion basis.
I see, we are making progress.

We need to find a wording that is better than that. I understand your demand and it is reasonable. But I also see that a wording like this one can be abused by people who are interested in a conflict against IMG to incite that at any time they like.
The problem is "minimum cooperation". Many in Rheinland will not believe it, but it's a fact that IMG only had an alliance with ICMG and CR in the Omega 7 conflict. IMG Headquarters had no contact with Rotfront, nor Red Hessian Army. They entered the conflict because the controversy made them allies to the IMG simply by the nature of it.
If you study the combat records, you will see that both parties named by you often came after all IMG and CR forces were beaten. Not to save them.
The fact is: They hate and thus fight Rheinland. The IMG has nothing to do with that. It's a problem Rheinland has been having for many years and that can only be solved by Rheinland.
And not: they like IMG and thus cooperate and assist the IMG.
But: They assisted the IMG because it was on the same side in the conflict and thus another participant. The IMG is not to blame and will not take the blame for the decisions of Rotfront and Red Hessian Army.
I can assure you, there were no "deals". Definitely not on a Leadership level. I cannot guarantee that in fights no tactical transmissions were exchanged, but I will have to deny every real involvement.
As you mentioned the IMG equipment that is being used by Rotfront, there is an explanation that is being kept under the blanket for reasons you will understand as soon as you hear them:
Today's Rotfront Hessians used to be Omega 7 IMG miners. They were a branch of miners that operated in a closed off network and liked to do their own things - something that is normal in the IMG and didn't raise suspicion. The branch increasingly resorted to methods that the IMG did not find acceptable, but as they did not report to HQ, the radicalisation remained largely undetected.
It was detected eventually and the IMG Core tried to order the IMG Commanders to stop their agression against Rheinland, but they flatly denied to do so. They played for time, successfully. It was attempted to exculde them from the IMG in order to distance the Guild from their behaviour, but that attempt also failed.
The IMG started to pressure the rogue IMG captains into obeying orders, but they continued to refuse to listen. So the IMG sent the Special Defence Wing (mainly Colonials) to the Omegas to increase the pressure.
The rogue captains reacted by evading into the asteroid belts and into the deeper Omegas, where they stripped the ships of the IMG transponders and declared themselves as supporters to the Hessian's course.
A violent solution by the Special Defense Wing was not successful, the equipment could not be retrieved or eliminated. Since that time, IMG equipment has been in the hands of a clearly unlawful group that opposes Rheinland with measures that the IMG has never accepted and will never deem acceptable.
There needs to be no further investigation because we know what has happened and there is nothing we can do about this, as their combat power and skill outmatches everything that the IMG has to field.
You see that "minimal cooperation" is not a good term because all the things mentioned above can be interpreted as cooperation. I cannot think of a good wording. I will give it more thought. Of course I understand the point that Rheinland wants to make in this article. And we are willing to comply to a wording that will not give extreme elements inside Rheinland an opportunity to attack us whenever they want.
I hope I could clarify a few things and thus lead us closer to a successful ending of the conflict.

The IMG has entered negotiations with DHC to clarify the main issue of the Articles presented to Rheinland, but sadly the stubborn refusal of DHC to even enter negotiations makes it impossible for the IMG to ratify any of the proposed articles at the moment.
The IMG is very much interested in ending the conflict, so as a consequence I have opened the diplomatic channel to you, hoping that the Rheinland Bundestag can influence DHC to enter negotiations and convince them not to force all parties into another round of violence in Omega 7.
I deeply regret to halt the peace process, but I do not see how I can proceed at that point.
I still honour the cooperation that we have and I hope the efforts to restore a stable peace in Omega 7 have not been in vain. It is a truth that diplomacy can take twists and turns. It takes political will and personal determination to stay on course. I want this peace, and I hope you want it, too. So let's keep trying to make it happen.

First of all, i wish to thank you for the detailed report you made on those miners. The informations you provided us are indeed important, and i am now sure that the IMG Leadership will do everything they can to stop the violance in the Omegas, and finally restore the peace.
The Rheinland Bundestag would like to underline the fact that the creation of a new Omega 7 treaty between all involved parties in the Omega 7 system is necessary and essential for a stable peace in the Omega Region.
Once the IMG side confirm this agreement too, Admiral Meyer will issue an order to grant access back in Rheinland to all the IMG shipping fleet, and the hostility with IMG forces will officially cease.

First let me make a personal comment: I am glad that our efforts towards peace work out finally and that we are not sliding back towards violence.
The IMG is willing to enter negotiations with DHC and Kruger to create a new Omega 7 Treaty that will hopefully guarantee stability, security and reliability this time. I firmly believe that it is possible to learn from past mistakes and create something better than last time.
The IMG has no problem with voluntarily restricting their mining efforts to the Northern part of Omega 7 temporarily, until a new Omega 7 contract has been negotiated and mining rights and access to resources have been clarified.
Furthermore, it might be beneficial to the normalisation of the situation and to the healing of inflicted injuries, if there is that spatial separation of DHC and IMG in Omega 7 at the moment.
Thank you for keeping the talks alive, even during a difficult phase, Herr Ehrlichmann.
