Semi-lawful, although I have no idea how this is doable. Most likely unlawful, but I don't know if houses would accept information from unlawfuls.
It would work for the highest bidder, with a political agenda, of course. Doing what they do best - espionage, to fund their own growing power. Ultimate goals will be set VERY high and likely unreachable, but all in RP, best of efforts will be made towards that goal. Such as... E.G. make Outcasts the largest, most dominant megagroup in all of Sirius, and finally be revered among the strongest. Right now they're seen quite highly in Outcasts' eyes, or at least that was the case last time I checked.

1. Delete the Phom ID;
2. Make the phom weps codies;
3. Make the Phom ships civilian (another corp like Renzu);
4. Make the Cruiser a research liner;
5. Stop trying to revive a faction that's good as is: DEAD; (I still say "Thank you" to the one that came with the idea of disbanding it)
6. Profit.

Look, the point is, the Phantoms were a long RP enforced faction, that allowed only the "elite" players in. Let's not let that die. Why would a faction, a whole NPC faction, smacked ingame by people to SERVE rp purposes, just be disbanded and turned into something else? You can't turn phoom ships into something else cause people wouldn't be comfortable flying around something that they knew belonged to homicidal maniacs. Make their weapons codename... why? To make rich codename collectors even richer?
Also, have I mentioned that I DO NOT WANT TO REVIVE PHANTOMS AS THEY WERE, BUT AS SOMETHING COMPLETELY DIFFERENT?!?

So you will work for some houses?Well, I am afraid that it is kind of totally impossible.As I said before,people will treat you as war-mongering barbarians.People will not want to hire you.What if you have a motive?Even if you don't have any harmful ones,how would the people feel,if they knew that the government was working with a group which were once considered terrorists and killers?Things won't fit very well in-rp to me.So I think you might want to cross out the 'working with houses' part.You are unlawful in their eyes anyway.And probably not corrupt enough to hire unlawfuls to help them and stuff.In anycase,are you going to lead this 'new Phantom faction'?Almost nobody else is going to do it. 8-)

No. But if you have an idea or concept of this "spy" faction I would love to hear it. Their ships being black doesn't mean much in place where ships are recognized by scanner/radar in the first place.
I don't see why would you make dead phantom faction into it, when you can make totally new faction if you have the idea. Or are you just trying to get the name ?...I don't see your point
To answer both of your posts, I feel that remaking Phantoms into something else will help keep a point to the NPC faction that already exists, and cut the whine people had about phantoms being allowed to just cut into systems and kill indiscriminately with 1-line RP.
I know the fact their ships are black won't hide them from radars and scanners, I was rather aiming for this; a wiki quote: "This dark bird of prey, crafted of materials far beyond the scope or understanding of men, serves as the crowning throne of the undertakings of terror performed by the Phantoms. Detectable only by the blotting of stars in its passing, a damned temple dedicated to unspeakable acts bearing silent vigil to the passing flashes of countless sundered vessels."
And I do fail to realise why houses would decline to work with Phantoms. If they DID make them really, really good offers, and provide them key information, houses would have to be fools to decline something over an agenda they "might" have.
Everyone knows EVERY faction has an agenda. And if people stopped cooperating with eachother just cause the other faction had an agenda the first faction didn't like, that would end up in disaster, wouldn't it? Plus, it doesn't take long to wipe a stain off the Phantoms' face. Rarely anyone knows of them, really, most people vaguely remember the bombing. Two years of doing absolutely nothing tends to toss a veil of oblivion across many, especially with Gallia knocking on their doors and interstellar wars being waged all over Sirius.

Because one side in every war will figure out someone is selling them out pretty soon. And this can be done by every faction. When we come to intelligence gathering and selling it I know Order and Hackers did things like that.
Ah, but here comes the Phantom roleplay. They are PHANTOMS, something unseen. If they are seen by the house they're working for IN the house they're working for, little suspect will be raised. This is an example for double-espionage, working for Liberty and Rheinland at the same time, e.g., or for Kusari and Bretonia. Of course, there would be little need for more than two agents per house at the given time. They could also spy on the Outcasts' enemies, even give false information to Corsairs. The possibilities are endless.
