In light of the repeated reduced results of smuggling interdiction, by presidential executive order, the encounter and apprehension protocol is hereby changing in the following manner:

Applies to any and all ships that exceed the fifty weight units cargo limit on cardamine and any vessel carrying slaves, encountered in the entirety of CR fleet patrol areas.

Any suspect vessel is to be scanned without prior warning. If the presence of any of the above-mentioned prohibited cargo is determined, such a vessel is to be treated as a regular enemy militant and engaged following standard engagement notice as outlined by UN war code.

Effective immediately.

Ladies and gentlemen - we are at war in which (and by the way love too) all is fair. Too many times I have read reports of enemy merchant shipping eluding seizure because while our own forces were legally obliged to follow time-consuming apprehension protocol - the enemy vessels exploited that very time to perform every conceivable evasive action.
