So the difference has to be worked out somewhere else.
A Freelance is independent, sometimes trader, researcher, bounty hunter, escort'¦ A mixed thing. But there is often a differentiation between the FL ID and the Merc ID concerning the lawfulness, as it is mentioned in the wiki.
Example for the Freelancer ID as specific lawful:
Pilot carrying this ID is a Freelancer, who :
Can trade and escort traders
Can fulfill lawful bounty contracts
Can be hired by lawful forces or corporations. Freelancers can only fire on pirates or smugglers in self-defense or if the pirate or smuggler fires on or is bountied by the Freelancers's employer.
Cannot demand contraband unless specified in employer's bounty
Cannot use any transportswith more than 3,000 cargo
Mercs earn their money by fighting, protecting, hunting on whatever side of the law. That's what the ID should express. All in all rather semi-lawful.
Example:
Pilot carrying this is a Mercenary, who :
Can escort traders and smugglers
Can fulfill lawful and unlawful bounty contracts
Cannot pirate, but can provide security services for pirates who are pirating if paid to do so. Mercenaries can only fire on traders or smugglers in self-defense or if the trader or smuggler fires on or is bountied by the mercenary's employer
Can be hired by lawful forces or corporations. Mercenaries can only fire on pirates or smugglers in self-defense or if the pirate or smuggler fires on or is bountied by the Merchenary's employer
Cannot demand contraband unless specified in employer's bounty
Allowed ships: Fighters, Freighters, Gunboats

That's what I think, too. Maybe the Trader ID should allow for the whole Civilian Train line, but apart from that, there's nothing that should be changed for diversity reasons.
The name itself specifies what you should be doing. Sure, the rules for each are similar, but the names themselves define the ID. You are a smuggler. There is not much else you should be doing aside from acting like Han Solo.

As far as I know IDs aren't part of RP, so this difference is mostly about title and nothing else. Well, a few different columns on tech chart, with merc having the advantage.
I think there's enough of a distinction between the Independent Trader ID and Freelancer ID that we can keep them separate. However, I don't see why we need separate IDs for Freelancers and Mercenaries. The main distinction between the two is that Freelancers are lawful and Mercenaries can be both lawful or unlawful. Who said that Freelancers can't be unlawful? I've seen plenty of Freelancers joining up with pirates/terrorists against the authorities or running smuggling ships.
