I have seen allot of codehunters use free CSV (Combat Service Vehicle) now with the advantage to be more neutral than some propper RPed vessel are or would be.

Real (funny*) Example (*me in a Mafic owned by an CSV):
I tried to get a Heimdall with a Mafic, an all Rheinland Federal Police repped and IFFed even, in Munich!
But i ended up shooting the Wreck for an lvl15 CSV (im not allowed to shoot by rules) that was there too and managed to snatch it. Now since im police i then could actualy legaly ask it to stop and drop the codegun (Rheinland law) or be shot (also by server rules but usualy to late anyway).
But ofcourse the CSV ran the moment after it got what it came for (with my help even) and then i had to RP (wich i did) and only then try catch/shoot it. But instead the NPC that where around, CDed me the moment i tried to intercept while they let the "neutral" CSV escape.
So this Codehunter-CSV`s are an RP exploit IMHO and it seems some "Exploiters" use it to snatch all the Codeguns in an very OORP fashon, using the below lvl30 rule and the starter neutral rep as big advantage.

Now there is only Server Rule 5.3 d) handling it a bit:
5.3 d) Civilians who possess a CODENAME weapon may be attacked within roleplay at any level according to the piracy requirements.
But this is much to weak. It doesnt work!
It doesnt prevent them from getting the codegun and getting away with it. To the contrary it even works for them because its only about "civilian" and it demands RP. This only works in favor of the RP-Exploiters.
So i ask that this is changed to
"any CVS or vessel below lvl40 in a zone of 20k around a codegun may be shot if it doesnt leave this zone"
or something.
Did you not bother to CD the CSV? Odds are he wouldn't have had a very good CM dropper. Also, there's nothing in the Rheinland laws saying that it's illegal to have codename weapons, so you wouldn't have been able to make an RP demand for it anyway.

Well I had to RP (by rules) while i had 4 Union highlevel NPC around me and so it got out of range. I had no chance to follow it then because the next hostile NPC would let it tru and CD me again. Its no problem to put a good thruster and a good CM on a CSV and stay below lvl29 or for example get a Corsair ID`ed CSV for free (no civilian rule) and do the same in Corsair area.
P.S.: Rheinland law generaly forbids "loose" Codeweapons on all ships (exeption only house Police and Military if i remember right).
Problem is they can get away long enough with evasive flying to get theyr advantage kick you out of any options. Anyone with a bit skill and a good thruster can make it tru most hostile Guardsystems in a CSV.
Additionaly, as these areas are filled with hostile highlevel NPC, that engage you and leave the CSV unharmed, you face multiple big disadvantages and with that you even capped with having to RP properly first on top.
This all makes huge advantage and its no wonder so many professional Codehunters exploit this like now.
So change rules to compensate please.
Make them "Vogelfrei" 20k around a codegun with no need to RP first. Nothing else will stop this.
Theres nothing wrong with the CSV looting the weapon, its obviously RPing a codehunter, all you need to do is CD, "give that back" then if he doesnt, shoot him.

Disrupting cruise doesn't count as engaging someone, you don't need to RP before doing that.

There's nothing in the laws about that. Demanding codeweapons from a ship is just asking to get in trouble.

I hunt CSV codehunters in my fighter;)Get em all the time. Also, you can engage them in Rhineland because of their policy about CODENAME holders having to register if the weapons aren't armed. (Due to the Renegades robbing a dealer of 52 CODENAMES a few months back) Info on that rule is found HERE.
SPOILER: Here's how I get those agile little blokers. With a fighter loaded with missiles.
1)Fly out about 15k from the wreck 30 mins before server restart.
2)As soon as the server restarts, log on.
3)Wait at the wreck, in the next 30 mins or so you'll have about 3/4 CSV hunters pop up.
4)Tell all the fellas with CODENAMES to drop em (some nights there are no fools who have loose ones in their hold so you just get the one that is dropped from the wreck)
5)If they try to run, spam your pre-armed Missiles to get em. (There is a low player count so the Missiles always hit true. I usually have 3 pairs of different Missile types)
