Congratulations on your promotion, i'd give you a toast, but this call is about business.
Ive got a Bowex crew down in our bar talking about war. The news feeds and neural net boards are a mess!
But ive got enough facts to know that being prepared for anything is the smartest move.
So here's the deal.
First off, our treaties between FP1 and Bretonia are expired - and right now, were not going to be forced to the negotiation table in the face of a war - being rushed has never made for good diplomacy, and any deal made NOW will not likely be in our best interest. So, in the time being, Freeport 1 stands alone from this conflict. We are NOT involved, in any way.
And because we are not involved with this conflict, we will not allow the Bretonian Military OR Police to stage force off this Freeport - for all intents and purposes, this exists as a mini pocket of free space, that doesn't belong to you, and we wont allow you to put our lives in jeopardy to help your war.
So while this conflict continues, Bretonia is not to land any military or police vessels on this freeport - Bretonian forces are not to drag fighting within a 2k sphere around the station - and they most certainly are not going to hang around it in battleships. You put ships around this place, you make about eight hundred innocent people into targets. And that aint gonna happen.
Were not gonna allow Rheinland any free lunch either, so don't worry - we want to be safe from this conflict, and wish you all a jolly good war.
And oh yeah, It's cool with us whatever the Queen wants to call this system - i know some engineers down on F Deck who have their own names for this place. Just means more paperwork for us, but no big deal.

I'll get the harsh parts out first;
Without that treaty, the Zoners are afforded no legal status over the space around Freeport One, only its interior. As such, you can't deny my vessels entrance into that area, as it is Bretonian sovereign space. As for staging off the station, I have never staged units from that station before, I don't see why you think I would now.
Now, given the events of today, I assume your thoughts on this matter have changed a bit. Given Rheinland's unprovoked attack on Freeport One with five battleships, followed by the Armed Forces and the Liberty Navy rushing emergency supplies and evacuation services to the station. Think about who is really your friends right now. By cooperating with us you get protection and supplies. By trying to stick to your neutrality, you will simply get attacked by Rheinland again, without the ability to defend yourselves.
This is a time to be practical, not stubborn, Administrator. I would normally support your neutrality in a combat situation in Snowdown, but you are no longer neutral in this one. Rheinland has already attacked you, destroying several ships and heavily damaging Freeport One. Neutrality can only work when both sides are open to negotiation and diplomacy. The Rheinlanders are not.
