As much as I object to people flying FL IFF ships with a pirate ID, it is fair to do it.
Having a 'pirate' IFF would be like having a sign on your car that tells the police that you like to street race.
A player with an Pirate IFF would have every lolcop in the area after them.
As I've said, while I don't like the FL IFF/Pirate ID combo, there isn't a whole heck of a lot I can do about it but be wary of FL IFF'd ships until I know otherwise.
An IFF is like the flag over a ship, it lets others Identify it as Friend or Foe. A ship flying no flag is considered to be a pirate ship.
Using no IFF makes sense, and it makes it more of a covert ship. But for larger pirate ships, it wouldn't make sense to not have an IFF, even if the transponder is low-powered to decrease recognition range.
