To whom it may concern;
Today, I received a transmission from some Junkers of the Congress. It didn't come with flowers or chocolates; in fact, it was quite a strongly worded complaint about being attacked right above Manhattan. Being attacked by representatives of your company.
Now, if they were smuggling or doing anything else that broke the law, then that's reason enough for you to do so. If this is the case, please show that. However, as it stands, all I've got is proof of you shooting the Congress without good reason.
I appreciate that you may have other employers out to get the Junkers Congress, but that needs to be kept out of Liberty, as will any other heads you're charged to hunt who aren't already criminals.
I can understand that this is a mess that Liberty does not want or need within their borders or that close to any of their planetary assets.
If you do not know, there was indeed a contract in the past against Junkers, and that contract was finished. Obviously, the Congress took that personally.
With the advent of the re-opening of the Liberty Bounty Board, we moved some of our assets into Liberty once more. Junkers knew we were there.
And yes, as you can well figure by now, there is an outstanding contract for the Congress by an unknown party.
But this? They are the assailants.
Insults, harsh words, and some gun-fire was indeed exchanged. But in this situation in front of Manhattan, no shots were fired as you can see. Only an insult, thrown by myself.
There were shots fired but far away, near the Pittsburgh Debris Field, from a Junker Shire at another associate, Silver.
As you can see there, her hull is damaged by his gunfire, and his own is in perfect condition. My own scan is also here with a timestamp to provide a timeline of the happenings.
With that attack, Silver defended herself.
As anyone has the right to do so.
I'll instruct the boys leash their tongues, to reign themselves when Junkers are nearby, and to avoid verbal spars.
That way we can avoid confrontations in your space.

One of their representatives pointed out something quite important, namely that the probability of any sane transport captain opening fire on a bomber to be very low. However, as I said in return, I can't judge except on what was shown to have happened.
The Junkers Congress has dropped the issue, but they did say that a few independent Junkers have been attacked by you as well. Now whether or not this is true they didn't prove, so I warned them as I will now warn you, keep your fights out of Liberty. If they're not criminals here, shooting them can be very dangerous. For example, shooting the Golden Chrysanthemums in Liberty isn't the best idea. They might be criminals in Kusari, but they're not here. The same would apply to Gateway shipping and others.
There are plenty of places in the sector to settle scores. Liberty isn't one of them.

It seems that the Junkers have produced more comprehensive evidence implicating your company in breeching the law. This time, the evidence is totally unambiguous.
The Junkers may not want to pursue this issue anymore, but we can't ignore such a disregard for the laws of this house.
I invite you to justify the actions of your representative. In case you cannot, we request you pay a fine of 25 million credits. Such a number would go a long way to reminding the less controllable people in your group that breaking the law can be expensive, while further action would be, we feel, counterproductive to the security services that you provide this house with.

Looks like Silver wasn't entirely forthcoming about all the goings on. And seeing how she is currently out of touch I'd rather just get this out of the way than drag it out. That said, I do have one issue.

I know you are trying to prove a point here but twenty five million credits ain't chump change. Now considering all the work we do for Liberty I think we should be able to come to a little compromise. Hows about we do ten millions worth of free claims. Us Reavers aren't exactly the best with finances so we don't keep piles of creds just lying around. I think thats something that works out for everyone.

That refers to fines levied on the spot in space, but as this is not made clear, and in fact generalises fines entirely, I will bring it to the attention to the lawmakers and reduce the fine accordingly.
However, there is very little coordination between the Liberty forces and the bounty board, which is a civilian endeavour. Therefore, we can't facilitate your proposal of free kills to the worth of ten million credits. You're going to have to scratch the credits up from somewhere I'm afraid.
