Furthermore, the economic implications bode for a much brighter future for Kusari and the rest of Sirius when trade can be re-established with this important system.
Should you not be convinced of the benefit of ceasing of this conflict, you could still at least permit us and our affiliates at Deep Space Engineering and Universal Shipping to access the Okinawa system in order to continue work on the Sigma-19 Jump Gate. Naturally, you would be concerned that, by permitting our ships into the system, we would bring supplies to the Gas Miners Guild. However, this is not the case whatsoever. Our corporations have already suffered huge financial losses, and diverting our ships or supplies the GMG would bring us nowhere near enough credits to make up for previous losses. Hence, aiding the GMG against Kusari is not a financially sustainable option, and would be a form of political suicide for ourselves too.
In conclusion, permitting us access is a win-win situation for Kusari. Passage of Libertonian trade vessels through your House will increase, and our companies are able to fulfil our contractual obligations to the Sigma-19 Gate's sponsors, the most notable of whom is Kishiro Technologies.

The Emperor feels it would be more appropriate for you to bring these complaints to the Gas Miners Guild itself, as the guild has refused all the proposals the Kusari Government has given it for ending this conflict. If the GMG wishes to maintain this conflict, Kusari will certainly not allow them to develop a back door to bring supplies and weapons into Okinawa.
When the GMG has agree to end this conflict, your shipping rights will be returned, until then, the Council of the Rising Suns and the Emperor see no reason to grant your request.
