Konnichiwa Sirius,

Today I feel compelled to make a statement clarifying the Kusari position on the ongoing conflict with the Gas Miners Guild. In my daily correspondence with members of the government of other Houses, I have come to the conclusion that people see Kusari as to blame for the current impasse. This is causing no small amount of disruption to our diplomacy, and is of course, just not true. Today I intend to set the record straight, so as to not besmirch the noble honor of House Kusari.

Since the beginning of this conflict, my diplomatic corps has been attempting to open negotiations with the Gas Miners Guild using back channels, as well as more direct means. My men are talking to a wall, the GMG has no intention of ending this conflict, and seems to be more than happy to use Kusari as a scapegoat in their business dealings. Using this conflict as a reason to break contracts with Kishiro and Republican is unfortunately no surprise, as it is normal for the Guild to use less than honest means of achieving their business objectives.

For months the Guild has had a Kusari proposal to end this conflict and reinstate the Treaty of Aomori in it's hands. For months the Guild has refused to even acknowledge receipt of such proposal. So today we retransmit our proposal to the Guild, here where everyone can see it. For those of you around Sirius feeling the pinch of higher H-Fuel prices, you can clearly see what it is the Guild is refusing to keep you paying those high prices. These high prices line the pockets of the Guild, and it for that reason, and no other that this conflict continues.

For you consumers of H-Fuel around Sirius, I urge you to help me make sure the Guild receives the Kusari proposal to normalize relations as well as the Sirius wide H-Fuel trade. Kusari has no and never had a desire for conflict with the Guild, and we wish to normalize the situation as soon as possible.

Treaty of Kurile

Preface
The Council Of the Rising Suns present this formal proposition to the Gas miners Guild to serve as a document that will repair political, cultural, and security relations with our Gas Miners Guild harakara (brethren). The purposes of this document, drawn from the Guilds original treaty of Aomori, are to provide a template for the mutual co-operations between the Gas Miners Guild and Imperial Nations of Kusari and to reaffirm the sovereignty of both.

Article 1: Mutual Recognition of Sovereignty

1.1 The Kusari Government fully recognizes the Gas Miners Guild as a sovereign corporate collective administered by a Board of Executives, whose citizens are its members, inhabitants, paramilitary and shareholders. Kusari fully acknowledges the GMG's sovereignty over the entirety of the Sigma-13 system, the Hiryu Cloud and Donryu Cloud regions of Sigma-19, Sigma-59 and the vicinity of any entry to the system, the entirety of the Okinawa System, and the 7.0k vicinity and enclosure of Aomori Station in Honshu.

1.2The Kusari Teikoku recognise the Honshu system and Sigma nineteen systems as a regions of overlapping political and cultural interests with the GMG. Aomori Station shall remain sovereign to the GMG, the Kusari Government diplomatically recognizes Aomori Station as GMG's outpost and center of commerce in Kusari.

1.3'€¢ The Gas Miners Guild diplomatically recognise the sigma nineteen gate, the Sigma seventeen gate, Planet Kurile and the Kunashir cloud as property of Samura heavy industries and Planet Kurile as Samuras outpost in the Sigma seventeen system.

1.4The Gas Miners Guild recognise Isehara terraforming outpost as property of Kishiro Technologies, and will respect the 5.0k zone surrounding the outpost.

b]1.5[/b] The GMG fully recognizes the Kusari Government as the sole governing body of クサリ 帝国 Kusari Teikoku (Kusari), and recognizes the following systems as territories of the Kusari Empire: New Tokyo, Shikoku, Kyushu, Honshu, Hokkaido, Tohoku, Hiroshima, Fukuoka, Nagano, Tau-29, Tau-31 and Northern Seto. The Gas Miners Guild recognise the Kusari Teikokus right to defend their assets.

Under this agreement, neither entity challenges nor denies the aforementioned territorial claims of the other.

Article 2: Mutual Security

2.1 General Security. Both the GMG and Kusari are encouraged to offer voluntary support to each other against immediate threats including but not limited to unlawful activities, terrorism, and foreign incursion

2.2 Authority. GMG vessels are subject to the Kusari Legal Codex at all times whilst within Kusari space. Kusari vessels are subject to GMG policies and regulations whilst within sovereign GMG Territory. The GMG are not permitted to enforce GMG policies whilst within Kusari space, and likewise, the Kusari Naval Forces and Kusari State Police are not permitted to enforce the Kusari Legal Codex within GMG space.

2.2 aPlanet Kurile will be recognised as property of Samura heavy industries and is considered territory of Samura Heavy Industries including Kunashir Cloud. The GMG renounces all claims to Planet Kurile and the area around it.

2.3 Patrols. The GMG has unrestricted patrol rights within the 7.0k radius of Aomori in Honshu. The GMG has restricted patrol beyond this region to the edge of the Chuyu Cloud. Restricted patrols must act in compliance with Article 2.2 and must respond properly when hailed by the local KNF/KSP authority. With this singular exception, neither entity patrols the others' territory.

2.3 a. Patrol & Transit Territory. Samura Heavy Industries has unrestricted patrol rights within the Kunashir Cloud, the 7.0k zone surrounding the Gate to Sigma Nineteen and the 5.0k zone surrounding the gate to Sigma seventeen.
The Kusari Government has restricted patrol in the Sigma seventeen system and unrestricted patrols to the edge of the Kunashir Cloud. Also restricted travel through Sigma nineteen, from the Honshu gate to the Sigma Seventeen gate, in order to provide immediate defence of Kusari holdings from hostile threats in the Sigma seventeen system.
The GMG has restricted patrol rights in the Sigma seventeen system to the edge of the Kunashir Cloud. Under no circumstances are GMG patrols allowed to enter the Kunashir cloud.
The Kusari Teikoku recognises the Sigma thirteen system as sovereign space of the gas miners guild and a major transit route to Rheinland. Kusari forces have restricted travel through the Sigma thirteen system from the Honshu gate to the Frankfurt gate.

2.4 KNF Assistance within Okinawa. Instances of Kusari Naval Forces in Okinawa are permitted at Kishiro Technologies discretion, in order to provide immediate defence of Kishiro vessels and Isehara Terraforming Outpost from hostile threats. A small contingent of Kusari officers will hold at Isehara for purposes of its defence, enforcement of a 5.0k radius around the station will be enforced at the discretion of Kishiro Technologies.
Kusari Naval Forces must act in compliance of Article 2.2, and must respond properly when hailed by a GMG authority while within the Okinawa jurisdiction, out of the Isehara 5k defence zone.

2.5 Pursuit. Kusari State Police and Kusari Naval Forces are permitted to pursue, and arrest or destroy criminals in GMG space under the condition that the pursuit originated in Kusari space. The GMG Paramilitary are permitted to pursue those who commit crimes against the GMG and Kishiro into Kusari space.

2.6 Cooperation. Neither entity initiates hostilities against any spaceborne forces of the other.

Dearest Sirians, Loyal Subjects, Honoured Allies, Free Zoners, and, of course, the Kusari,

One feels the need, as ever, to send out a beacon of support to the beleaguered Gas Miners in this time of struggle against Kusari Aggression, and expansion. That Kusari finds itself at odds with each and every single one of its neighbours is indicative of the sickness at the very core of this once proud nation.

Verily, one dost reflect upon this and wonders at the youth of the Kusari Emperor's exuberance for a treaty that is, low, a mere rag he has scrawled upon with a crayon betwixt pudding cups.

Perhaps if he were to send it to Bretonia, my own diplomats would gladly give forth a lesson in interstellar diplomacy, and of course history. Both of which, one wonders, must be absent from his educational upbringing. Were he to have a Bretonian Governess, he would not make such mistakes.

Honoured Guild Masters, I urge you to send this treaty back to the Emperor unsigned, and to stay the course that they have thrust upon you. Show him that wanton aggression and expansion will be met with stiff resistance and resolve.

And Emperor, Leeds has never been Seto, and as sure as I take breath, it shall never bear that name.

If Kogen can pollute everyone's wave with his noise, so can I.

the GMG stood up to the Kogen regime because the abuse it was taking from unfair competitors and biased government agencies exceeded levels tolerable even by the most patient and patriotic Kusari nationals.

But the Gas miners weren't the only ones to finally react - several parties from outside Kusari have been subject to discrimination. Just about any non-Kusari shipping company noted losses due to pirate activity in Kusari space. Seldom in the presence of Kusari law enforcement agents, who never intervene.

That is why, as stated in the recent exchange between the Colonial Governmant and that of Kusari, relations have been severed.

Kusari at this point is governed by a xenophobic madman, who essentially downgarded the reputation of his country to even lower than that of the Maltese. The latter at least aren't hypocrites and have clear internal laws.

As long as that madman remains in power, there won't be a lawful Kusari to speak of. Or with for that matter.

I believe that the self-called Guardian of Sigmas missed a few details about the high prices of the H-Fuel.

Remember, esteemed H-Fuel customers from all over Sirius, that everytime you have to pay the fuel bill you should be blaming the Samura henchmen also known as Farmers Alliance, people who spend the time 'taxing' any fuel hauler heading to your nearest refueling point outside Kusari -among many other 'honorable' acts-.

Assuming that you, H-Fuel customer, have never heard about us the Blood Dragons, I will simply tell you that your 'aggressor' bears the Samura logo, not GMG's one. Needless to mention that the only merit of this 'Imperial Majesty' is coming from a line of throne usurpers, although his -only- work as messenger shall honor him, at least.

You don't believe my words? Fine, I hope you change your mind once your ship is shot down or your wallet emptied by these lawful bandits roaming around Kogen's Kusari while the Naval Forces and the State Police watch in the other direction.
