Moorhead Station is supposed to be a Liberty Police facility, but all of the interior decor and the NPCs are from Liberty Navy, and the NPCs are labelled as belonging to the Missouri. There isn't an LPI NPC anywhere to be found.
Saint Paul Base is supposed to be Universal Shipping but the NPCs show as Liberty Navy from Norfolk Shipyard.
Duluth Shipyard NPCs show as Trenton Outpost. At least that is another Universal Shipping facility.

The bounty boards on all of the bases in Minnesota and Quebec appear to be misconfigured. When you try to use them, it says "come back when you're friendlier with the factions on this base." I am already completely friendly with the factions that own theses bases, and with the factions that frequent them. Given the error message that is returned, it seems likely to me that the bounty boards were simply associated with the wrong faction(s) when they were defined, and just need to be reassociated with the correct factions.
The bar patrons on Battleship Alma in Quebec offer bounties, which tells me that the error is not a result of missions being disabled.
However none of the bar patrons at any of the bases in Minnesota offer any bounties. There are Liberty Rogue hostiles in the area so I would expect them to do so. I don't know if this is a system-wide thing or not, but anyway the bounty board is still reporting the "come back when you're friendlier" error which is different from the vanilla and guard system error responses.
FWIW, the bounty boards on the two Navy ships in New Hampshire work correctly.
These are not bugs; these are simply a case of laziness, or lack of desire or time from the Mod Developers.
Many bases are copied from templates of other bases, and hence you may see NPCs on the "wrong" base. As for bounties, that simply means there are no missions available.

Are you one of the devs? It's a different error string than either vanilla ("come back later") or the guard zones ("too many people accessing"). Also the bar patrons on Alta offere bounties which means they are not disabled for the base.
As a member of the KoF (we are using Universal Shipping ID) I can tell you this.
As owners, our organisation has noticed it also about the mistakes on Duluth Shipyard and St. Pauls. We can't take any mission from those places.
A long time ago we have send a message about these "bugs" to the people who have to/should take care about these things.
We got some messages back which was telling that our system, Minnesota, isn't any key system for the story of Freelancer.
So therefor they didn't update the things on the mentioned bases.
In my opinion a pitty.
But still I hope that they will take care about it.

No, I am not a Dev.
It's no big deal really: there are no missions available from the mission list. Minnesota is a fairly secure system anyway.
If you want to shoot NPCs then you'll just have to look elsewhere.
Same thing with -every- Bundschuh base. All of the bases have Bruchsal people, missions, et cetera. Including the same Timo Herr, or (loosely) Mister Tim.
Not for 4.86 - this is another HUGE infocarding and NPC creation project. This will be something for 4.87 to look at.
Comparison: Doing this for the Gallic systems took well over 4 months.
[Edit] Suggestion? Have official factions do a tally of their bases, checking which ones have bad infocards/populations. Then suggest new NPCs and names, including a few rumors. That'll speed things along nicely... I did this for IMG in 4.86, but that's just 'cause I know their lore well.
