I apologize for the general nature of this request. We have tracked several transports of a variety of tags and ID's passing from Stuttgart into a system called Saar shipping copper ore. To be honest, I never knew there was a jump hole near the star until recently. These same transports appear to enter Rheinland space from liberty with their copper ore now delivered. I can only presume to Texas. In addition, we're catching a lot of transports carrying Copper Ore in through Hamburg. Though our bomber stops them none, apparently, have any clue about any embargo. Several even land at planet Hamburg when they are in the middle of breaking the embargo. This includes but not limited to Engine components as well.
We're still well within our established contractual obligation to intercept, stop, scan, and only if necessary, destroy these cargo ships, but they continue to feign ignorance. Apparently, no one is obeying the embargo restrictions.
What I'm asking for is a bit of direction.
Many of the problems start in Omega 7 and with the by-pass of the Hamburg blockade through this Saar system, I'd like your insight. Several of these ships are tagged IMG, Kruger, Interspace Commerce, Junkers, Independent traders and miners. None of these ships show up on any official registry, so I cannot address these factions directly and those factions can just as easily disavow any relations with these miners and traders. To safe guard the one major export of copper Ore, I'd feel it easier to restrict it at the source, Omega 7.
You and I both know this will cause some to cry for equal mining rights by the same companies who will, just as quickly, say these miners and transports are not officially their own. What's most difficult are the Rheinland company tagged ships who are breaking the same laws who may not even be Rheinland ships.
We can start putting the pressure on these ships the moment they head towards Stuttgart but I heard the embargo line is held in Hamburg only.
I believe the answer is not in more man power, just a smarter system.

Guten Tag,
My name is Erich Teufel. I am a representative of the Rheinland Bundestag and I have been elected to respond to your transmission.
We can understand the issue of Omega 7, as well as the copper ore being smuggled to Liberty. This issue is plaguing Rheinland and offering the Libertonians support. While this is a concern, the matter of banning the hauling of copper ore inside Rheinland is out of the question.
Copper ore holds a verity of uses in Rheinland's key industries. Without it, the smelters on Essen would halt their production of much needed copper for the making of electronic systems. Trade with Bretonia has reopened as well, and there the export of copper ore to be thought of as well.
As much as we wish to halt the export of ore into Liberty, to issue a warrant for every ore hauler in Rheinland would cripple the economy and consume limited manpower. Therefore your request, while good natured, will have to be denied.
Thank you for your valuable service to Rheinland herr Spire,
Representative for the Rheinland Bundestag, Erich Teufel
