So, the problem is that other than Zoner Guard, pretty much all of the IDs that can use 5k transports will be lawful corporations, which means that they *should* be hostile to at least one of corsairs/hessians.
Really, in a 5k you shouldn't need to care about NPCs anyway--just ignore them. They can't even get through your shields. They also don't use TCDs, so they'll have a hard time disrupting you from at least one direction.
That's right, unless you want to trade in their house space for some reason, it isn't really a problem in the bigger ships. The damage can add up when you get 10 of em on you, otherwise the most annoying thing is when they bump into your ship and it flips up, requiring 2 minutes of course correction.
The Interspace Commerce ID is acutally "sirius-wide".
But it has rephacks.
Did you already tried the Smuggler ID or Junker ID for trading with Corsairs AND Hessians? Although it wouldn't make any RP-sense.
(And the Pirate Train has only 4300 cargo.)

Well of course that would make sense. If you aren't into idealogical things and just looking for the money, what would not fit about a junker supplying both sides in a war?
To my knowlage, the ID you're looking for doesn't exist, mainly because IDs are specifically balanced to prevent trade runs like this. If you want to play both sides, don't expect to have the advantages that people who have drawn a clear line in the sand have.
Edit: Try hogosha guard ID. It is most likley rephacked against the Hessians, but there is a small chance it might not be. The Hogosha Guard ID can use 5k transports.
