If you look at the description of Council on the rep chart it says they are allied with the Gallic Brigands, so far so good. However the Brigands don't state that they are allied with the Council - I am pretty sure that's a mistake.
Also, I suggest adding Liberty, mainly LN and Ageira to Council's allies. This have a large lore and/or RP backup.
