Well, how you may seen, all houses has separate navy ID and civil corps.
The situation in Alpha/Gamma is changed from Vanila Freelancer. This two faction growed up enough, to get..."semi-house" status. They arent just a bad boys and girls, who got their own planet in them middle of nowhere. Here, they has many bases, large shipyards and complexes. They both rised up greatly.
Outcasts and Corsairs got their personal line of capital ships, which are quet good and can compare with houses navy. Even a large pile of pirates can't handle this stuff together.
So, why they can't has small, but house status? And with it, they could has seperate ID for navy.
Like there is simple OC/Sair ID, which alowes them to pirat, smuggle, do many unlawfull thing, but not using capital ships.
And Malta/Crete navy ID, which has noted ZOI, and player with this ID, cant leav it, it cant pirat, but can use capital ships. In simply words saying- similar to other house military. Organised groupe, with clear goals and place of operations.
What do you think?
Mmm yes, its been suggested before, splitting the OC and Sair IDs into one for their navy, one for their smugglers, one for just citizens, ect. Its not very important, but I think itd be a good idea, and would help with stopping indies trampling over deals made by official factions.

I like the idea. Its quite good actually to have different ids. But i dont see how that will syop indies trampling deals made by official factions.
However i will switch all my ships to navy as i never go and pirate anyone.:D
yes, because everyone here roleplays a planetside worker in a factory and the civillian ID was overused...

as for 'personal line of capital ships, which are quet good and can compare with houses navy', that is not because of R&D, but because of balance. they are called criminal organizations instead. we were actually talking about this today in skype and i personally think that if any major house would officially recognise any of these organizations as a house, it would be a final nail into their coffin, diplomacy wise.
Like Vlko said, we were just discussing this earlier but I don't share his pessimism. I already started working on a project regarding the Corsairs but from that to having 3-4 ID's (Navy, smuggler/pirate, citizen, corporation, etc) its a very long way to go. From where I'm standing I see the Black Sails (and their ID) as smugglers/pirates, the Benitez or TBH or both as Navy/Police and the regular Corsair ID as the citizen/trader/miner/thing with the Council of Elders (in its current form) running the house, but that would mean adding and removing stuff from the ID's and that will be very difficult to balance while making everyone (including indies) happy because I'm sure nobody wants to give up some of the privileges they have now. We would have problems with the ID's since you'll need to join one of the factions to play the role of a navy officer or pirate and I don't think the devs will agree to that while I am sure none of the factions want to make their soon-to-be ID's open ID's like the other house navy/police ID's.
So yes, it's a nice dream but there is a very large number of issues that need to be discussed before even trying to convert the Corsairs or Outcasts
About the foreign affairs, if one or more of the other houses recognize one (or more) Hispania-based house(s) I don't think that will damage the rest of their diplomacy since the Rheinland - Kusari or Liberty - Bretonia relations didn't suffer from the the Bretonia-Kusari and Rheinland - Liberty wars, when Rheinland was trading with Bretonia and Kusari with Liberty
Edit: things might be easier for the Outcasts, by the way, since they don't actively pirate (that much) and they don't have three official factions to deal with

Well, thats good point, but still. Noone of major houses know OC/Sairs so well, to recognise it as house. They still think, that they are just <strike>STUPID </strike> uneducated pirats, who managed to build 2-3 ships bigger than averange transport.
The only things they care about them is- not to see their raiding party cooperating with local unlawfulls.
Im every house, there is at least one unlawfull group, which consired them as enemy, and will fight against them.
How ever, in Vanila Freelancer, only few people, outside Alpha/Gamma knew its existence. Members of then house navy not in this lists. Only junkers, zoners and BHG. Junkers wont tell anyone about those existence, they will lose their buisnes. Zoners realy dont care, and those, who leaving in systems near Alpha/Gamma, dont see many lafwull forces, and dont talk to them very much. BHG also wont tell it, because they will lose their buisnes to. And not many BHG managed to return from those systems.
In current situation........Yes, people may know, that there is Omicron Alpha and Gamma systems. But still, not much know the way there, and not much who know the way there survived. But they dont know about all bases, about systems around and all this things, which still hiden from unwelcome eyes.
K, if even, for say Liberty Navy cought a ship and hacked its nav. data base and know pasage to Omicron Alpha,<strike> JJ</strike> David Hale wont send fleet there. Noone knew true numbers of their caps- it could be 3 and could be 33. And still, houses are in war. Liberty vs Rheinland, and local unlawfulls. Bretonia vs Gallia, local unlawfulls and Corsair raiders. Kusari barely avoided deadly war Gallia, and their fleet....hard to call it fleet.
So now, Outcasts and Corsairs has all options for development and rising their power. So, they can reach small house size, organisation and powe, and only small number of people will know it. However, less people know- less problem they got.
