I was watching Afro Samurai when this idea came to my mind.
There would be this poll first, where the community chooses the best pvper in the server, and then the runner up. To the best, admins give a unique ID with number 1. To the runner up, admins give this unique ID number 2.
Only number 2 can attack number 1, but anyone can challenge number 2. Whoever kills number 2 in a duel, gets the ID. Any number 2 ID carrier who kills number 1, gets number 1 ID and hands number 2 to someone else or to former number 1.
The idea is good:)It would give something extra for the ultra-pvp players to do and be a continuous tournament per se.
My worry is though what happens if someone battles no. 2, wins the PvP, gets the ID and never logs in again just in spite of that person, or hogs onto no. 2 just because they want to.
A way around that could be found of course; maybe a time restriction of inactivity or something
Retrieving a lost ID can be done in a lot of ways, both inRP and ooRP.
I am thinking that this could also range from no control (no one knows who holds the IDs at any given time, but from rumours), to quite controlled (making the holder ship exclusive to this and keeping it in conneticut).
Cool idea, I think instead of a ID, just make it a permanent (non sell-able) commodity. Make it some kind of unique trophy or something and set it loose in freelancer, have only #1 and #2, and anything goes? Otherwise, the ID isn't going to drop when the ship is destroyed. That way, it could be like a privileged for a faction that holds the title.

The idea is nice but I think people hogging stuff/never logs on might be problematic. The time limit is cool, but how do we select who to give the new ID to? Some 3rd best PvPer?
There could be an inRP aspect of this, let me add a story.

Besides, they'd end up on capital ships anyway. No ace will last long when faced with a capgank.
Errm... They won't last long on cap ships if it ever comes to it. A snub can always run from any fight that isn't against another snub - a cap MUST stand and fight everything that comes, unless the cap is basehugging in which case it does not deserve the title.
PVP abuse is just a term which can be tweaked in meaning to allow the terms of the game to take effect.
