It says, can pirate against enemies of Gallia without restrictions

BUT

It says also, pirate against BMM, Daumann, etc just in Gallia and Taus...

AND

I'm with some guys ingame who says, we can pirate with GMS IDs in Dublin, Cortez by the ID...

AND now...

Need some clearance...

Meaning... You can Pirate bret corps and Liberty ( not yet confirmed) corps anywhere you see them....

But IMG and Dauman only in the specified areas

The problem is the BMM for example. Thats enemy of the gallians as far as I know, but has restriction and has not restriction in another sentence.
