I understand this isn't really clear to most of those outside of Bretonia. Due to the wars Bretonia has been fighting, the amount of issues we must handle each day increases constantly. As such, Commodores have been included into the Admiralty and may speak for the Admiralty in situations that fall under their delegated duties. Lord Admiral Fairfax has been running the Intelligence Service for quite some time, but also recently took Commodore Ashers as his foremost assistant, so anything Commodore Ashers says can be interpreted as being on behalf of Lord Fairfax.
