mmmm i think there's a bribe for junkers sometimes in manhattan, besides that you are neutral to friendly with almost all restarts, so 3 or 4 missions do it for full green

Junker bases in Texas, Pennsylvania, New York and Ontario give highest Junker bribes on Junker bases.

Other than that, Rogue base in Pen and NY, Gran Canaria in Omega 49...

Kusari lawful and the Xenos are rephacked full red, I'm not sure if there's more than that though
