My name is Takeshi Ogawa and I am a Guild Master of the Independent Miners' Guild. I am sending this message to inform you of an issue which has arisen regarding a clause in the Gallic Royal Charter.

As you probably know, the IMG extensively uses H-Fuel as an energy source for many of it's activities rendering this commodity as something essential for our day-to-day operations. Therefore on behalf of the IMG, I'd like to request the Kingdom of Gallia to make amendments to this clause which will address the issue. I should also mention that our current H-Fuel stockpiles in the Taus will be depleted within the next 3 months.

The Board of Guild Masters is confident that the Gallic Government will solve this problem in the best possible way, however if you allow me to suggest, I think keeping the commodity as contraband with the exception of when it is transported to an IMG base will be a simple and quick solution.

That entry was meant to cover the trading and distribution of H-fuel in Gallia. Using H-fuel aboard non-Gallic ships that require it, solely for the purposes of fueling said ships for use in lawful activities, is permissable. I see this wasn't made clear when the charter was drafted. I will have this remedied.

To clarify; ships carrying an amount of H-fuel necessary for their own fuel needs is allowed. But carrying excess H-fuel for the purposes of trading that H-fuel within Gallia is not allowed. Gallia is very protective of its energy independence and do not want an influx of foreign fuels to affect our economy or lead to ships being modified to run off foreign commodities. It hasn't worked well for the Sirian houses, and we have no wish to be put in a similar position of relying on an unreliable supply.

With your clarification we believe that the matter is being settled. As H-Fuel is not only used to fuel ships but also as an energy source for stations and other facilities, we intend to hire a shipping company which will handle the energy needs of the IMG installations in the Tau region and Orkney. Yet we believe that this does not conflict with your clarification because the H-fuel won't enter Gallia.
