well say im on my corsair, taxing away in om 41 or something, and i see a trader, i have him stop so i can tax him, he starts blabbing on about some random stuff, and then he F1's? is this allowed? or is it not?

Based on the sanction notices I've read, once you've made a demand - especially if he engages in conversation afterward - you're in a legit pirating scenario, and F1 is illegal.
no, its not allowed. - from the second you ask him for a tax, - it is considered an "attack" ... so he has a right to self defense himself by either haggle with you, escape you or shoot you down. - but he must not F1 out unless he made it to relative safety ( like out of scanner range or dock ).
Also keep in mind some people may have bad internet connections... if someone simply disappears it doesn't mean he did it on purpose, could be his net died or something. Give him some time to come back and explain, and if he doesn't then report.

they'd really need to be in bad luck to disapear in thin air just when you pirate them... in these cases, leave your screenshot asides for a day or two. If the guy didnt posted apologies or anything on forum or pmed you in game, well, report it. It's that simple. People who F1 to avoid piracy, well, they get what they deserve dont they.
Indeed, however as someone who will be stuck on dialup rather soon.. I feel the need to let people know that sometimes its not F1ing when someone disappears quickly. heh..
