Transcript of Vice Admiral Montigo Illiosia's presentation to the Dons. Transmitted to the Liberty Rogues and Lane Hackers for their review. We request that they give their input to the Dons as to how well this plan will feasibly work. Remember, this is top secret and still in the planning stages.

Subject: Assisting the Liberty Rogues in the overthrow of the current Liberty Government

My Dons, several weeks ago I was asked to gather a team of tacticians and logistics experts to determine the feasibility of a full-out assault on House Liberty. We have completed a rough draft outlining the general tactics we would use and the necessity of military action of such force.
I. Necessity
It is our belief that House Liberty should fall before the Corsair scum are to be purged from Sirius. Simply put, if Liberty is to fall we would gain access to all of her resources. We need these resources to continue building all of the capital class ships we need. We also need the advantage of not fighting Liberty. Right now we send in forces that are promptly lost in the war against the Corsairs. Forces in Liberty cannot be quickly deployed to the Eta or other hotspots in the Corsair War. We need these forces brothers, with them the Corsairs would stand no chance
It is this panel's belief that we need to do more to support our Allies in Liberty, including the Rogues and Lane Hackers. They would play very important parts in our eventual conquest of Liberty. In addition to all the reasons stated above, they are our allies and deserve our support.
To re illiterate my Dons, we need the raw resources we would gain, as well as the ability to redeploy our forces against the Corsairs with more strength. Finally, we have plans that will allow our allies to become the official power in Liberty. We are Outcasts, we are brothers, we do not abandon our own. We need to support them with greater strength anyway, so we must send forces there anyway, why send them in a simple “support” capacity? We have the opportunity to overthrow House Liberty, let us take it.
II. Feasibility
A full blown war against Liberty would be very difficult. House Liberty is one of the most technologically advanced House's, mostly due to their research on Nomads. However, despite their strength in numbers and ships they have several weaknesses that we would be able to exploit.
We have an alliance with the Lane Hackers and with the Rogues. Our forces, when combined with theirs, have a good chance of overthrowing the Liberty Government. But it will be difficult, our planning team envisioned several years worth of fighting and strategic maneuvering. But, as stated above, it is necessary that we conquer House Liberty. Unlike the war with the Corsairs we do not envision large fleet battles, but rather precision strikes to wear down Liberty until such a time as the combined forces of Outcasts, Rogues, and Hackers can overwhelm the government's forces. In our opinion the strike force we send will need strong support from Malta, including continual supplies of food, Cardimine, weapons, and ship parts. If we keep them supplied and fighting we can overwhelm Liberty.
Potential Gains A) Most importantly we will not have to send our forces to Liberty anymore and can focus our efforts on the Corsairs. I am sure all of you understand the importance of this. While the Corsairs are still bogged down in Bertonia we will devote a larger part of our Fleet to the tasks of defending Eta and striking at Crete and Tripoli Shipyard.
B) House Liberty would become a puppet state of House Hispania. That's right, after we show our power we would earn the right to be a full fledged House. Other Houses would be forced to recognize how powerful we really are and this would open the doors to further Cardimine trade. All for our profit of course.
C) With Liberty falling under our control we could send a few of her fleets to assist the Bertonians against the Corsairs. This way the Bertonians will not have to deal with Outcast fleets in her space, yet we are still killing Corsairs there. At the very least raw materials and other, indirect, support could be sent if they are uncomfortable with Liberty fleets in their space.
D) Liberty would become an open Cardimine Market. Think about it brothers, we would not have to smuggle the Orange Dream to them anymore, instead Cardimine could be freely sold, at great profit to Malta of course. We would gain enough financial capital to buy Rheinland. Why we would want to I don't know but we could. We could also use Liberty's diplomatic power to force other Houses to open up to Cardimine.
E) Liberty has immense technological knowledge which we would gain. We would finally have access to the technological wonders of the TradeLanes and JumpGates, as well as other technological advances gained from their research on the Spirits. When we take that and combine it with our superior intellect the result would be a huge victory for us on the battlespace against the Corsairs.
F) Brothers, as stated above in this report, our Fleet is stretched rather thin. This assault will stretch it thinner, yes, but after it is over we will no longer need to send forces to Liberty and will be able to consolidate our Fleet. In addition to that, Liberty may send parts of their fleet to aid us.
We have the risk of losing every ship that we send to Liberty, if we send more ships, more may be lost. But that is already a risk we take now. The potential for a co-ordinated takeover far outweighs this risk though. The last part of this report deals with our tactics and ways to minimize the risk to us and our allies.
IV. Tactics
For all these benefits and lofty goals stated here, they all depend on one condition: taking control of House Liberty. Here is my group's preliminary plan of attack. Remember Dons, this is not a full Order of Battle strategy yet, rather, it is the basis for an Order of Battle.
Now that the Mollies have signed an armistice with Bertonia they will not need as much aid from us as they can devote their full war effort to fighting the Corsairs. Of course we can still send them ships and such, but I propose we pulling the vast majority of the forces that are stationed in Bertonia home. They would be assigned to defending Ruiz. As you know, the 5th Battle Group currently is tasked with defending Beta. Currently Beta is used as a passing-through for Cardimine Runners and occasionally the BHG try to strike through there. The forces that were helping the Mollies would be charged with defending Ruiz. While this force is significantly less then the 5th, we believe that by pulling all but a few patrols back to Ruiz and the Alpha JumpHole we can still defend the system very well. We would have to build a larger set of automated defenses around the Sigma19 JumpHole to give us advanced warning but that can be accomplished with ease.
What we propose is that the 5th Battle Group is deployed to Liberty space using along with, assuming they give permission, some elements of the RoS for support. Two destroyers will also be attached, these destroyers will come from the Battle Groups assigned to Alpha. We also propose that the soon-to-be completed Dreadnought Subjugator be assigned to the 5th Battle Group as it's mobile headquarters and supply depot. I know it was originally constructed to be deployed as the new flagship of the Palmero Defense Force, but because of it's larger hanger bays and more space allotment for food and long-term necessities, Subjugator is the best ship currently in our fleet for the job of being a mobile HQ for the 5th. She would see very limited combat due to the importance of her role and the need to keep her secure and intact.
The reason we chose the 5th Battle Group is because it is primarily a fighter and bomber group, which fits into the rest of the battle plan. They also have experience in asteroid fields and have extensive training in “phasing” during a battle, that is to say, one group hits an attacking force from one side and then draws them into a trap set by the rest of the force. This skill will be very useful against the numerically superior Liberty forces. Like I said, 2 Destroyers will be added to this group for support against the Capital class vessels Liberty is sure to throw at us.
The 5th Battle Group will infiltrate Liberty space from the North; Kusari. With the aid of the Lane Hackers and Rogues we will find a suitable hiding spot for Subjugator and then the bombers and fighters will disperse throughout Liberty. We will use mostly Rouge and Hacker bases to stage off of, but we can also use the Destroyers as temporary staging grounds, and I am sure the Junkers can have their supply of Cardimine cut off if they refuse to co-operate.
Our forces will then begin using both hit and run and draw tactics to wear down the enemy. Our priority target list includes: Detroit Munitions, Pueblo Base, Ft. Bush and the Shipyard there, the LPI prison stations in Texas (we have friends there), California Minor, and West Point.
The priority goal is to inundate the Liberty Navy with massive casualties, forcing them to rush new recruits to the battles against us. A side effect of this is many of the Liberty citizens will see their sons and daughters come home in caskets. This works to our advantage.
The secondary goal is to make life miserable for Liberty Citizens. They will understand what war really is. Their convoys of food will be destroyed, passenger ships will be vaporized, luxury items will become so scarce that memories of them will be worth millions of credits. The only commodity that will not be in short supply will be our Cardimine. We will make sure that it gets through the Navy's blockades.
The third goal is to keep our forces supplied. This will have two parts. The first is obviously supplies from Malta. The second part goes hand in hand with the “besiege Liberty Citizens” part. We need not just shoot the cargo transports. We can demand that they drop their cargo for us first. THEN we will destroy the vessels. Of course, the captains could refuse. In that case our pilots would be ordered to shoot the engines and command pod, this way we still receive some supplies.
The fourth and final goal is, of course, to install our own form of government in Liberty. We studied the people of Liberty and found that they are very self-willed and proud. We do not think that they would accept outright rule of the Dons without much bloodshed. This would be counter-productive. Rather, we propose having a leader of our choice “elected”. The citizens of Liberty would have their “Democracy” and we would have a leader we could control. This leader would make steps to “make peace” with us and at the same time, he would start to relax restrictions on Cardimine, and on the Rogues and Hackers. He would also begin the process of taking direct control of Liberty away from the people and more and more into his own hands.
My Dons, my brothers. This assault on Liberty is necessary and urgent. Please consider my words and the evidence. We have laid out a very good base plan. Admiral Hirmando has volunteered to lead the Liberty Assault Division of the Fleet. Yes this plan needs some questions answered but with your permission I would like to send it to the Lane Hackers and Liberty Rogues. Good day.
