At first glance this looks to me like a scan of some salvaged wreckage - Gasherbrum class ships sometimes manage to reclaim a few materials from ships that attack our convoys and fail to overwhelm the defenders. It might also explain the captain's haste, if he was rushing to catch up with a group of transports after dealing with some attackers - but that does not excuse it. I have not yet been able to contact the captain of the Brutal Swing. If he or she fails to respond in a timely fashion, please let me know.
Incidentally, what does the fine amount to for this infraction? I've been trying to look into Rheinland's legal codex but am having some difficulty finding the relevant sections.
