Why is the Starflier an exception, although being a Light Fighter, too?

It was stated that neither the Starflier nor the CSV would get their cruise speed buffed because they're just starter ships. I should go digging for a quote to back me up on this, but that means I'd have to make an effort to look for stuff. Just take my word for it that some dev said that the Starlfea and CSV are 350 on purpose.

The Caracal also has only 350 when i last checked...

My Caracal cruises just fine at 400. When was the last time you checked?
