While we appreciate the amount of attention Liberty Military is giving us in testing the base defense systems, we are a bit worried about the invoice. Surely ships, personnel and their time is scarce and valuable, and so comes with a price tag attached. Or is this service free of charge?
The reason we've established Reppu Harbor was to bring piracy in the Galileo system back under control. We have grown tired of having our Niobium Ore shipments hijacked. Such resource being vital for Superconductor manufacturing on Planet Denver, I believe there is a common commercial interest already established.
We have waited for four long months for the Liberty Services to build outposts of their own before anyone else, however we are not perfect and our patience can only be stretched so much. We were pressured by independent traders and House Corporations alike to give commerce flowing through Galileo at least a chance of survival.
We did not wish to come forward before the construction began - we believed we must first prove that our case is solid and that the logistics network is strong enough. Perhaps now is the best time to discuss further assistance of the Liberty (and Kusari) Military forces in the crackdown on piracy in this system.
For this reason, all trade groups who requested it and all [LN]- and LNS- vessels have already been granted unrestricted docking rights at Reppu Harbor, and the base broadcasts a "green" IFF signal to these ships.
Anyone else is also welcome by default.
Our shareholders have agreed that we can put forward a reasonable sum of credits should the Liberty Navy require it for increasing the frequence and strength of patrols in Galileo to protect shipping between Liberty and Kusari.

Hale here.
The vessels were shooting at your base are not acting upon my orders, or anyone else within either Liberty Navy high command, or the government. I have contacted the vessels involved and informed them to cease fire on the station. They have moved away now.
As I understand the government is debating a system by which private enterprise can request authorization for stations to be built. I'm assured that a mechanism will be in place shortly. Please be patient in the mean time. Your base is currently in breach of the law, however unless the station is clearly owned by an outlawed group, we will not open fire on the station.
