From this day under the new papers from the guild they take care of the REAPER-17T

As subcompany [REAPER-17] work as escorts, contracts are taken from anyone that are not declared as hostile to IMG.

1) The arrival in Sirius.
Not very original, and you've got your facts wrong about the escape of the Sleeper Ships.
The Sleeper Ships launched from one of the moons of Jupiter, and there were five ships, not four.
"Import factions" are usually frowned upon. It is better to create a new idea from scratch that fits in to the Discovery Freelancer universe, rather than taking ideas directly from another different universe.
2) Zoners.
Your understanding of the facts is not quite up to scratch here, either. Zoners do not have diplomatic immunity anywhere - they just live outside of House borders in order to escape House politics, usually.

The Zoners do not send anyone on "missions" against any faction. They are neutral to mostly every faction and do not attack anyone. I highly doubt that Zoner civilians would be interested in learning how to fight.
3) The IMG.
The ID does not exist within the roleplay environment. It's better to say you were offered employment with the IMG.
I don't think the Zoners would have exactly supported the Reapers financially. They are not all the richest people in Sirius, so the Reapers would have had to contribute to the Zoners somehow.
On the subject of two (or more) IDs; that is pretty much taboo. A faction needs to choose a Primary ID which best embodies what the faction is about. You can then take a Secondary ID, which might be used for a particular sub-group within the same faction. However, the Secondary ID must be a Generic ID - this means that they cannot use a second NPC Faction ID.
If your faction wants to be a security or mercenary force for hire, the Zoner ID and Zoner technology is not for you. Zoner technology, while advanced in certain areas, is not issued to most mercenaries without a very good cause.
I would recommend, instead, that if the main focus is going to be combat, and you are more lawful, then try out the Bounty Hunters Guild ID. They are lawful bounty hunters working throughout most of Sirius. If you wanted some traders as a sub-faction, however, they would have to use the Freelancer ID.
On the other hand, if you are interested in a less-aggressive faction and are more interested in trading or mining, then the IMG ID is a good place to start. Your security ships could use the Freelancer ID if they wanted to do some mercenary work on the side.
All the IDs in game are listed on this wiki page here. I strongly recommend you have a look through and find an ID which suits the roles you want your faction to play.
Then, read up on that faction's background to see if you want to be part of it. Don't try and bring the SCRIN back-story into an existing Discovery faction - it just will not work.
To be frank, your new post isn't much of an improvement. Yes, this might seem a bit harsh, but hopefully you'll be able to develop your faction better from it.
First off, Zoners are not a security company. The ID will not work for the role you are trying to play. Unless you are going to actually play as Zoners (which is not what you described) then you should change IDs and get rid of the Zoner ships.
Secondly, your Zone of Influence, aka "Operation Zones".
Looking at your map, it is completely ludicrous. The areas seem to be drawn according to the trade routes you want to travel, and they have no basis whatsoever in current lore. For example, one route is through the Rheinland Liberty war front, and the route through Alaska is completely ooRP since that system is off-limits to everyone who is not a member of the Liberty Navy or Liberty Security Force.
Edit: Your Diplomacy is also a bit contradictory. You are friendly both with the Corsairs and the GMG - yet these two factions are hated enemies. This sort of approach could quickly see you in a lot of trouble when one faction sees you working with their enemies.
Not dipping too much in to this. For what it's worth, using the two different IDs is a bit wacky imo, but Zoners are a lot of things to a lot of people, I don't think that side of it is particularly wild.
But yeah mostly here wrt echo's edit: I don't think that's necessarily contradictory (speaking ofc as a member of a faction friendly to both GMG and Corsairs, natch). The reason every faction has that big list of standings is because everyone is different, and it's called 'diplomacy' rather than 'goodies vs baddies' for similar reasons.
Overall, yeah there's some stuff that could most definitely be brushed up or tweaked, but it's fixable and I've seen way worse. Don't be discouraged etc.

Just want to add that if you choose IMG ID, don´t forget that docking on Kruger, Daumann, BMM and GMS bases is not allowed.

That said, Reaper17 was recently sanctioned factionwide for using two seperate IDs in their faction. And now you propose to do the same thing again - Using both the IMG and the Zoner ID. Make a choice. If you want to be Zoners who do a bit of mining, use a Zoner IFF/Miner IDd ship on your miners - and expect to be chased off of every claim by the mining companies who will consider you intruders.
Rationalize your ZoI - the current map reads like a "guide to powertrading". If you want to trade Siriuswide, say you'll trade Siriuswide. Remember that Zoners may not dock transports >3600 cargo in house space.
Looking at the overall listing here, the IMG ID would likely suit you best. You want to mine, you want to trade, and your activity seems centered around Bretonia and Rheinland mainly.

You have made a good start, but it needs a few tweaks.
