If you cant separate yourself from your character, that's not my problem. If you said that my character was full of sh*t, in roleplay, I wouldn't have a problem.
If you can't separate yourself from your character, I'd suggest visiting the doctor.
The problem is that it takes it out of the character. It's lain on so heavily that it escapes roleplay. That is why you get complaints about it. But, this isn't the place for that.

I've heard from a few sources that the Outcasts have been rather flatly told that they have no business in Rheinland, which eliminates at least half the Hessian ZoI. In fact, certain incidents as "far" south as Texas have gotten us yelled at...

As far as I know, most groups are similar to the LWB, in that they only have a problem with Outcasts who aren't currently working with Hessians.
I've been stoped by Corsairs, Outcasts, Mollys, Golden Crysth, and various rogue pirates. The most I was ever taxed has been 1 million credits.
Your taxes are way too high. 1.5 mil, then 2 million, then raising it each time the trader passes your way is unreal. Then I saw you tax a billionaire, which didn't even make sense as far as Role Playing goes (Would you ever rob Bill Gates?).
I suppose that sort of thing will get you what you want: nobody will trade through Kusari while you're there. But then you'll get minimum RP interaction and taxes. And if that's what you want, congradulations. I just think it's brutal to a point where it ruins the fun for most trades. And no, I'm not the only one who feels this way.
1.5 million or 2 million is certainly not a fortune...
A trader can still make 20 million an hour easily. It's not rocket science to do that. I can easily make 40 million in one night as my Gateway Large Train (4500 cargo) running horrible commodities (Cobalt, Silver, Robotic Components, Fertilizers, Terraforming Gasses). 2 million is not a horrible tax at all, especially when a trader runs into a pirate once every some five or ten runs, if he knows how to avoid pirates. It's not our fault if you so decide to come back to us after we've taxed you once.
Now, the question of the day becomes, what were you carrying and what kind of a ship do you have that caused such alarm for a 3.5 million credit tax (Mind, more than half of which you ran straight into, knowing a pirate was on that run)?
Now, onto the RP portion, the FA strives to eliminate foreign competition from the core of Kusari space. We do this by making sure the competition understands that they are not welcome, by gameplay standards through piracy. We pirate you, two million credits would be a minimum to me, maybe more depending on your ID. We do not strive to make sure no one logs on when we are online, we strive to uphold a Roleplaying standard in the community and we do so through piracy. Does that mean we don't want to see you? No, it means we want you to enjoy being pirated because of the RP we provide and return to be pirated by us some more so that we may teach you more about being a gaijin in Kusari space.
If you feel so wronged by a 3.5 million credit tax, I do believe you should understand that this is a game, and that when playing a trader running into the AFA, you should expect to be pirated for an adequate amount. In this case, it appears to have been 3.5 million over two runs. If it were me you had run into, it would have been the entirety of your cargo. I think you got it easy, personally.
This makes the second question of the day which must be raised is:
Was the RP enjoyable and who was it with?
EDIT: If he came to Kusari (or in the RLs, Somalia), yes I would pirate Bill Gates. In fact, I would never pass up such an opportunity.

What were the specific circumstances? Obviously if you were doing something against Kusari, you'd be charged more - all those people who were taking gate/lane parts to the BMM site for a while is a good example of that.
That being said, 2 million isn't so bad considering the usual demand is dropping of cargo and leaving.
