So, I did a search on 'shield buster mine' and only turned up a single post - I'm sure there was a discussion on some point...
I would really like a slowish but powerful EMP/shieldbuster mine - speed 60, 15-20-30k shield damage/no hull damage?
Low speed makes them very hard to use against fighters/bombers but they would still be useful when dropped in the path of a transport.
The question is if this would make fighters too effective against capships - I have little capship experience, someone else would have to tell me.
(And yes, this is because I want to be able to do policing in the Wyrm as opposed to a bomber/gb :$)

It looks like the blast radius needs to include the shield generator. So to make them usable against capships it would need to be huge (Nova-torp like). That could make them too good.... but still I believe they could be balanced with low speed + say requiring a lot of energy to drop (more than a LF can have maybe..)

As Mjolnir explained, the mines are a good idea but too hard to implement. The explosive radius would have to be absolutely massive; the fighter would definately be caught in the blast. A fighter at close range with no shield = bait for 14+ battleship turret hits.

If you make the speed 0 and
blast radius 64 like a Nuke and keep the mine alive for 45 seconds
Damage = 2500 hull/250,000 shield.
This would make a good terror weapon. Drop it if a cruise ship is chasing you, let them fly around the mines.
Drop it at trade lanes so when a ship comes out, it runs into a mine....(instant sheild drop for any thing except the biggest). As these mines will not move, people will have to run into them... If effectively deployed, let it drop the shield of the whole comvoy.
Pip, the Shield Generator of a ship must be hit by the mine's radius.
So large transport ships and capitals won't be effected by it often.
Wrathkin, I don't think they'll be a solution to your problem. Just thank the powers that be that the KSP don't get the OORP Adv. Train nonsense that Zone-21 seems to attract.
I would suggest to team up, but the KSP don't have that many members... Hm!
