I want to make a request for a permission to mine and keep a base in Cambridge Beryllium field.
In exchange I can provide access codes to docking bays to any official BMM ships. So they can benefit of Beltsy.Ore.Depot services, such as docking in case of incoming hazard, like pirate attack or ion storms, and using the base as depot, for mining and hauling later.

We're pleased that you've finally contacted us, however there are a few concerns we do have. Primarily, who are you? Who do you work for? As of yet, you've failed to state any allegiance or otherwise. You could be gauls for all we know, and until you care to enlighten us, we won't be extending a welcoming hand. We would like to know the exact affiliation details of anyone involved in your operation.
You've offered our board, in return for you parking that construction in the middle of our field and mining from it relentlessly, that we may dock there. Furthermore you go on to emphasise our survey's recommendation of base placement. If I may remind you, we have a base, placed and maintained, within vicinity of the New London Jumpgate. It's simply on the other side. Kings Cross Station currently stores and administrates ore distribution, and is defended with military grade hardware. As such, your offer of another base is somewhat unappealing.
I would like to make it clear that while our endorsement or lack thereof of your base is not as yet disclosed, we will most likely not be involved in the regular maintenance or supply of your base, and our board will certainly not foot the cost of the fines invoked upon it. While we do have further concerns and points of discussion before we consider approving your base, I believe we've asked enough questions for now.

I understand your concerns.
I'm a captain of a BAF ship HMS-Hamster. And in spare time I help my brother in it's transport business. He works for Gateway company. Of cause you don't have to supply the base. My offer is that you can use it as a depot if needed.
I have another idea also. I can give you or the government all the papers and master access codes of the base. If they will cancel my penalty for the mistake I made constructing the base prior to registering it.
In return I may ask ony one thing. To let me have access to docking bays for me and my father's mining ship wich have BMM signature and ID.
I can't possibly fathom how you have time to maintain a role as an Armed Forces captain, in your brother's transport business, and in your father's mining capacity - especially with the war with the Gauls. However, this is none of my concern as yet so I will refrain from asking.
Mr Green what you're offering when you hand base mastercodes to us is essentially the ownership and control of the base. Along with that, comes by law, the necessary maintenance by simple nature of responsibility and requirement. I explicitly stated we have no interest in this, and nor would the government, I would imagine.
Furthermore while I understand the financial impact these fines would have on yourself, as they are intended to do, BMM is not in any way capable or authorised to cancel them. I imagine should you wish to construct further bases in future however, with proper application process these fines would not apply.
Our chiefest concerns with the bases are the following:
1. Field Debris
In its current position the base faces damage easily and possibly destruction from stray asteroids, and BMM's central division is unwilling to clear an area around it.
2. Price Management
BMM has for a long time suffered tribulations regarding payrates for workers. While the central division aims to make rates fair and profitable for workers, many independents take much lower pay rates for ores. What is the buying and selling price for the ore which you are offering?
3. Attention, Patrols and Protection
With the Gallic War, BAF and to some extent BPA are far more busied in Leeds than ever. Placing a base in Cambridge, far from the lanes and patrol routes would create a strain on the lawful forces should they have to protect it. To this end, the base would simply not be well protected and draw significant attention to the field from Mollies, Corsairs and the like, presenting a danger to our miners and the base.
Please inform us as to how you wish to address these issues.
However as a diplomatic solution, I might offer an alternative. In place of your base, BMM currently employs the presence of Kings Cross - for a small fee thanks to your allegiance to BMM you can apply for a permit to dock and we can negotiate you selling ore to the base. Alternatively, you can consider applying to central division BMM. We have a lot of things we could teach you.
