Factions like Hackers, Unioners, Xenos, Gaians dont have own Cruisers and larger ships, so its not problem at all. also why do they need it? Disco is already stupid with capspam.
My opinion is: pirates should not have capitl ships at all. they are pirates, they should not go and make wars with Houses as we have it now. seriously? Hessians Battleships in Berlin right near planet? Corsairs Dreadnoughts in Stutgart and Cambrige? Outcast Dreads in Kyushu? What the ****? Devs made terrible mistake when gave caps for free to almost any player. increasing numbers of this wont be good idea.

well I can understand that Outcasts/Corsairs would have many Cruisers and some Battleships, they are strongest and richest unlawfuls around. Hessian BS is just redicilous, Vidar is quite understandable, but Jorg is just meh... Blood Dragons poor guys, why do they have Cruiser I also dont know. Same for Mollys/Rouges.

You're taking into account player numbers. It's wrong. We're talking lore based here.
Corsairs and OC both have a direct access to the most lucrative regions metal-wise next to their homes : the omegas and the taus. Piracy + transports = win. They also have an extremely dense population therefore engineers.
Hessians are right inside one of the most lucrative raw materials zone. Coupled with a lot of ex rheinland corporation workers, they know how to do it and the refining processes are no problem for them. It's also clear they got some rheinland engineers that defected for various reasons. Once again, they technically would have a few, not 140000. Ingame stats don't count.
BD only have like one or two togo lore wise iirc, that are very old ships from the old regime. They were SRP ships for a good reason in 4.85.

Also, ID permission to fly battleships would allow to use allies ships. It is not any worse than use of Zoner Career by other IDs other than Zoner, yes?

ID permissions was base fully on ballance and on lore. we now have techchart gone, so nothing will stop Rouge to steal Outcast BS, or Farmer to steal Corsair Cruiser. only ID rules cant prevent that stupid things about game/rules that have loopholes in it. Also why do same Rouge or Farmer be so skilled to fly a Capital ship?
also what capital ship can Mollys make? Dread or Battleship? and from what? from pure Gold? Mollys not close to almost any position that have metal, nor they strong enough to steal so much.
Sometimes I wonder how the above 4 can even support cruisers.
