Yokitara-dono as you may have heard, recent events have led to a rising tension with Liberty at the Kepler border.
We believe a rogue Kempeitai agent attempted an assassination of a Samura employee within liberty space. I assure you that the assassin was not acting on our orders, and must have severed himself from our communications long ago.
I believe this to be one-step in an intelligence offensive, aiming to provoke unnecessary conflict between Kusari and Liberty.
At the time of the Tau offensive, with so many dead: many agents lost their handlers, and in some cases, sole contacts to the chain of command. Kempeitai agents were scattered and without orders. This led to many becoming rogue, and drove some to outright treason. Despite our efforts, fractured remnants of the former Kempeitai still operate cells unchecked, ignorant of the calls to report in.
Though we have agents assigned to intercept these rogue cells, they retain their abilities and evade not only ourselves, but other rogue cells with opposing agendas.
Occasionally, cells decide that our agendas co-inside and contact us. The most recent of these was flagged and passed to me.<File>.
And so it appears that 'Kitsune' wing sent the assassin, and this '[color=#66FF99]Umisachihiko' wing wish to capture Kaido Maharu and divert the assassin. They also say that 'Kitsune' wing will be attempting further operations within Liberty. Both wings are operating independently of operational mandate, though the latter has made an attempt to co-operate.<Transmission copy>
I do not need to tell you that we cannot afford a war with our southern neighbours, and so I ask that you give us leave to warn Liberty forces of these rogue Kempeitai, or warn them yourselves through political channels.
Normally I would not bother the government with the seemingly trivial matters of a handful of pilots, but this mess has Liberty on edge, and is a symptom of the larger problem of a fractured Kempeitai and internal threats.

This is very troubling news you have brought me. My own feeling is that these rogues cells may be loyal to Kogen, or in the pay of hardline conservative groups with an interest in destablising Kusari.
You have my approval to inform the Liberty government that Kusari disavows itself of any and all agents operating in Liberty. It is to be expect that any KPT operations in foreign space, using military-grade warships would only occur as part of a joint operation with a foreign power.
Should you need to send agents into Liberty, or any other foreign space, I would expect you would send covert units using civilian ships.
Should we wish to neutralise a potential threat to Kusari, I would expect to have a written request on my desk to sign off before such action is undertaken.
At the end of the day, the KPT loyal to Kusari have tasks open to them. They should be operating in Bretonia, to bring in the remaining Exiles and capture Kogen. There is also the matter of acquiring alien technology and specimens for the Navy's experimental module on Kansai. Most of all, we need them active and above all, discrete, to gather intelligence on our neighbours - and across Sirius generally.
If KPT agents cannot fulfil even these basic tasks, then they are a liability to Kusari, and should be treated as such.
Arigatou Yokitara-dono, Hai I agree this is troubling news, and I agree that a good number of them are likely imperial loyalists.
It is interesting that you raise the issue of joint operations, since this may be the first step on the path to further co-operation with liberty. It has been discussed , off-hand, amongst command that sharing certain intelligence with Liberty forces might help us better contain the Liberty Rogues.
I do not expect to have to send ships beyond our borders in the near future, and will of course discuss any such movements, that could affect foreign politics, with your offices beforehand.
I also agree that there are a multitude of worthier tasks that Kempeitai could attend to aid our House. Perhaps some few will return to us, but I suspect there will always be an element too far gone to even think of home.
We have sent our warning to Liberty forces and conveyed that the rogue agents are not affiliated with our House.<File>
I hope this disturbance has not derailed the current commerce summit, which I hope will build bridges between us all.
